Animal Welfare

Everyone benefits when the well-being of animals is respected by farms, kennels, catteries and pet owners. Ethically sound treatment of animals is a priority of consumers and society as a whole. It's also a good business practice and an essential part of modern agriculture.

The Manitoba government works with stakeholders to ensure the province has appropriate animal welfare laws that are clearly understood and followed. These services are delivered through the Animal Welfare Program of Manitoba Agriculture, Food and Rural Development.

Laws and responsibilities

Animal welfare is a shared responsibility of governments and industry (including animal owners, transporters and staff in registered slaughter establishments). Industry stakeholders and animal welfare groups play an active role in policy development.

Provincial and territorial governments have primary responsibility for legislation and compliance. In Manitoba, laws protecting farm animals are The Animal Care Act and Animal Care Regulation.

Inspection and compliance

The provincial Chief Veterinary Office (CVO) administers licensing and investigates animal welfare concerns related to both companion animals (pets) and farm production. The CVO also provides oversight of certain animal production, trade and retail facilities.
