A “kennel” is a premise where more than 7 companion animals of any species are kept and the owner or operator receives a fee for the keeping of the animals, or keeps the animals as part of a commercial enterprise that is not exempt under the regulations. A kennel also includes a premise that operates as a pound, animal shelter or animal rescue facility.
