Canadian Agricultural Skills Service (CASS)

The next generation of successful farm families will be engaged in a life-long learning process and continuous skill development. The Canadian Agricultural Skills Service (CASS) provides funding and practical assistance to help you start a learning program that will lead to increased opportunities for higher income.


What Does CASS Have to Offer?

Assessment Services

Understand your existing strengths, skills, prior learning and identify training options.

Development of an Individual Learning Plan

Choose courses in areas such as farm business management, accounting, finance, on-farm food safety, sustainable farming practices, value-added processing, farm diversification and human resources management.

You may also choose training courses that will prepare you for other types of employment. A consultant will help you identify training options, decide which courses or workshops would be most helpful, how much it will cost to carry out the plan and explain the benefits available through CASS.

Funding

Access formal training such as college programs and informal learning such as workshops and short courses. Financial assistance is available for tuition, course materials and, if needed, costs beyond books and materials.

Support

A consultant is available to help while you carry out the learning plan.

Who is Eligible for the CASS Program?

You (and your spouse or common-law partner) are eligible to participate if:

  • You are an established producer, with gross farm sales of at least $10,000 per year and a net family income of less than $45,000 (three year average);

  • You are a beginning farmer*;

  • In either case, you have been out of school for two years and are not eligible to receive Employment Insurance Part ll funding.

*A beginning farmer is someone who intends to establish a farm, or has already owned/operated a farm for less than six years and has existing or projected gross annual farm sales of $10,000 or more.

Which Costs are Covered Under CASS?

  • Tuition fees and course materials
  • Tutoring and lab fees
  • Relevant training seminars and workshop fees
  • Travel, meal allowances and incidentals
  • Accommodations away from home
  • Dependent care
  • Replacement labour
  • Computer technical support and internet connection
  • Shipping and postage costs

Which Costs are Not Covered Under CASS?

  • Purchase of capital assets
  • Family or spousal support payments
  • Debt servicing costs
  • Personal costs incurred during the initial assessment but before the Individual Learning Plan is approved
  • Training or other learning activities outside Canada
  • Wages or wage subsidy costs for the participant
  • Vehicle related costs over and above mileage costs
  • Start-up capital for alternative business development

CASS in Manitoba

CASS is one of the programs offered in the Renewal Chapter of the Agricultural Policy Framework Agreement between Agriculture and Agri-Food Canada and Manitoba Agriculture, Food and Rural Initiatives. In Manitoba, CASS will be delivered through a strategic partnership between the provincial departments of Agriculture, Food and Rural Initiatives and Advanced Education and Training.
