The Policies and Procedures Guidebook is being provided as a courtesy by the Residential Tenancies Branch to inform users of the policies used by the Residential Tenancies Branch and to assist users in understanding The Residential Tenancies Act.   The Policies and Procedures Guidebook simplifies The Residential Tenancies Act and provides general guidelines as to how the Residential Tenancies Branch interprets The Residential Tenancies Act. The Policies and Procedures Guidebook may be used by the Residential Tenancies Branch to make determinations under The Residential Tenancies Act. As the Policies and Procedures Guidebook contains general guidelines it is possible that it may not address all situations or disputes which may arise between a landlord and a tenant. The Residential Tenancies Branch may change the Policies and Procedures Guidebook at any time if it determines that the Policies and Procedures Guidebook is incomplete or is inconsistent with The Residential Tenancies Act. The Residential Tenancies Branch must follow the specific wording of The Residential Tenancies Act if the Policies and Procedures Guidebook is found to be inconsistent with The Residential Tenancies Act. Therefore it is important that users consult The Residential Tenancies Act when interpreting and applying the law.

Any inquiries about the Policies and Procedures Guidebook should be directed to the Residential Tenancies Branch. Copies of the Guidebook are available for viewing at the three branch offices and also at many public and regional libraries throughout Manitoba. Copies of The Residential Tenancies Act can be obtained from the Statutory Publications Branch of Manitoba Culture Heritage and Citizenship.
