Vision

Manitoba envisions a welcoming province where immigrants can fully contribute to Manitoba’s economy, society and culture. Manitoba’s Action Strategy for Economic Growth: Growing Through Immigration states,

"It is clear that Manitoba needs an increase in immigration to keep its population and work force in balance."

The action strategy recognizes that immigration:
  • contributes significantly to sustaining economic development and strengthens respect for cultural diversity
  • builds communities, provides new skills and ideas, and strengthens our ability to innovate locally and in the global marketplace
Manitoba works with Canada to:
  • support the safe and effective recruitment of temporary workers and permanent immigrants to meet our economic needs, now and in the future
  • provide accessible and relevant settlement services before and after arrival to ensure integration, labour market success and retention
  • promote and support communities that welcome newcomers and strengthen and celebrate our cultural diversity

The province received 11,230 new immigrants in 2008, 71 per cent of whom entered through the Manitoba Provincial Nominee Program. A target of 20,000 arrivals per year over the next 10 years means that the Immigration, Settlement and Multiculturalism Division will work with stakeholders and with federal, provincial and regional governments to maximize the benefits of immigration as well as strengthen understanding and support for multiculturalism among citizens.

Strategic objectives are:

  • Recruitment - increase immigration levels through innovative approaches that support Manitoba’s demographic, social, cultural and economic development through strategic provincial nominee activities and work with employers to improve recruitment choices
  • Labour market initiatives - maximize the economic benefits of immigration through better labour market services and employer engagement
  • Qualifications recognition - increase information about recognition pathways, supports and programs with relevant partners
  • Settlement and integration services - facilitate the settlement and integration of landed immigrants and refugees in Manitoba through enhanced information assessment, referral, program delivery and Adult English as an Additional Language services
  • Regional engagement - support regional immigration and retention for economic growth through co-ordinated immigration planning, recruitment, settlement, language and multiculturalism services
  • Multiculturalism - promote and strengthen diversity and multiculturalism in welcoming communities through research, resource development and awareness building strategies
  • Strategic planning - optimize human, funding and technology resources through effective research, planning, negotiations, communications and co-ordinated implementation of integrated initiatives with stakeholders

Programs

  • Manitoba Provincial Nominee Program selects and nominates for immigration skilled workers and their families most likely to settle successfully in Manitoba.
  • Newcomer and Labour Market Services facilitates the economic and social integration of immigrants by developing and supporting settlement programs for immigrants and refugees including orientation, as well as employment-support programs including job readiness and referral.
  • Adult Language Training develops and supports Adult English as an Additional Language programs for immigrants in communities, educational institutions and workplaces, combining job-specific language training with qualifications recognition and labour market entry programs.
  • Community and Integration Supports develops and supports long-term settlement and integration programs for immigrants and refugees, promotes diversity through the Manitoba Multiculturalism Act and supports the province's ethnocultural community organizations.
  • Labour Market and Strategic Initiatives develops and supports services for temporary foreign workers and Manitoba employers under the Worker Recruitment and Protection Act, and facilitates immigrants' entry into the workplace through programs including the Academic Credentials Assessment Service, Credentials Recognition Program and qualifications recognition initiatives.

Canada, Manitoba and Winnipeg commit to 23 new affordable housing units and supportive services for refugees
September 25, 2009 - The Government of Canada, the Province of Manitoba and the City of Winnipeg are supporting the construction of a new $4.4 million apartment complex and settlement service facility for newly arrived refugees called Welcome Place. The facility will have a flexible design that will allow for different sized suites depending on the number of refugees who need housing. Construction is currently underway, and will be ready to take new residents in spring 2010. more

Manitoba hires fairness commissioner for immigrant professionals
October 23, 2008 - Manitoba has selected the province’s first fairness commissioner to be responsible for the implementing the Fair Registration Practices in Regulated Professions Act and improving qualifications recognition for skilled immigrants to Manitoba. more

Manitoba, Philippines agree to facilitate worker recruitment
February 8, 2008 - Manitoba has signed a Memorandum of Understanding with the Philippines Department of Labour and Employment to facilitate the recruitment to Manitoba of temporary workers from the Philippines. more
