Consultations on Proposed Energy and Water Efficiency Requirements in Manitoba's Building and Plumbing Codes

How to Participate in the Consultation

To provide stakeholders with an opportunity to review and comment on the proposed recommendations, the province will be holding consultations between April 7, 2008 and June 30, 2008. Stakeholders will have the opportunity to review the proposed requirements for energy and water efficiency in Manitoba's building and plumbing codes, ask questions, and provide comments online, by email, fax, or post, or through a series of consultation sessions in Winnipeg, Brandon, and Thompson between April 17 and April 24, 2008.

Stakeholder Discussion Paper

To participate in the consultations, we strongly encourage stakeholders to read the Stakeholder Consultation Discussion Paper The Discussion Paper provides an overview of how building and house construction is governed, and includes sections on energy efficiency, water efficiency, and green building. We are seeking comments on three key questions:

  1. What should be the minimum required level of energy efficiency in new and rennovated buildings and in new houses in Manitoba, and how should the requirements be met?
  2. Taking into consideration the existing standards and technologies, how should water efficiency measures be incorporated into the plumbing code?
  3. Do the existing Manitoba building, plumbing and fire codes create barriers to the implementation of green building practices or to greener building technologies and products?

Stakeholders are encouraged to review the proposed recommendations and answers to frequently asked questions on this website. Your comments and/or opinions can be recorded in one of two ways:

In person

Stakeholders may choose to attend one of the consultation sessions being held in the province between April 17 and 24 2008 (see schedule below).

  • Each of these sessions will be two hours in duration, and will consist of a presentation by OFC staff followed by time for questions and answers and a facilitated discussion.
  • Feedback forms will be available for participants to provide comments and/or opinions.
