About Park Districts Service Fees

The Park Districts Service Fees system was designed to recover the costs incurred by Manitoba Conservation to provide municipal type services to landowners and leased land occupiers in Provincial Parks.

On a Park District basis, these costs are accumulated, apportioned among the owners and occupiers in the Park District and then recovered through the levy of an annual Park District Service Fee on each owner or occupier.

Service fees are collected from approximately 6,360 stakeholders located in 29 Park Districts. These stakeholders may be lessees, permit holders or private landowners who are cottagers, commercial operators, special consideration organizations (SCO′s).

History

The Park Districts Designation Regulation (92/97) under The Provincial Parks Act (1996) established 29 parks districts in Manitoba. The Park Districts program was initiated in order to:

  • Administer services provided to owners and occupiers of land in provincial parks.
  • Establish a cost-recovery system by setting annual service fees and ensuring that these fees reflected the cost of providing services.
  • Provide the owners and occupiers the opportunity to review the level and cost of the services, and the fees charged for those services.

Prior to the establishment of Park Districts, the fee structure for services to cottage subdivisions was by a set fee based on location (lake-front, back-tier, or remote) and not related to the actual cost of providing infrastructure and services.

Service Fee System Update

Manitoba Conservation has engaged a third party consultant and is now in the process of developing an improved PDSF system and business process.

The service fee system is designed to recover costs of providing “municipal type”  property services to all service users by service district.

Land rent, permit and park vehicle entry fees will continue to be separate from the property service fee system.
