 Designation and Delegation Forms
The officials in each public body responsible for decisions
and actions taken under FIPPA must be identified. These forms have been prepared as models
which public bodies may use for these purposes. They are Word 97 documents and may be
modified to suit your purposes.
Head of the Public Body
In the Manitoba government, by definition, the head is the
minister responsible for a department or an unincorporated Crown agency, or the CEO of an
incorporated government agency.
However, each local public body must designate its head,
either by by-law or resolution.

If the head of a public body wishes to delegate his or her
responsibilities as head, a written delegation of authority is required.

Remember
- The designations and delegations should be to positions, not
to individuals. If a new person occupies one of these positions, they assume the FIPPA
duties, without requiring a revised designation or delegation.
- Public bodies also should appoint an Access and Privacy
Coordinator who is responsible for the day-to-day administration of FIPPA. In small public
bodies, the Access and Privacy Officer may also be the Coordinator.
- Copies of the designation and delegation forms should be sent
to Access and Privacy Services and to the Office of
the Ombudsman.
