Provides operating and programming assistance to rural Community Arts Councils. The Councils administer a range of community-based arts programs and some may operate permanent cultural facilities.

Community Arts Councils in rural Manitoba. These councils are community-based, non-profit organizations composed of representatives from one or more community cultural group and interested community members.
Must be located outside Winnipeg
Must have municipal support substantiated with letters of financial commitment which include a certification of the per capita contributions by supporting municipalities
Must have a constitution and bylaws and operate with an elected Board of Directors
Must have provided programming for at least two years
Must be a non-profit organization
Must allow membership to be open to the public
Must provide evidence of sound management and fiscal accountability
Must consist of a variety of arts activities, such as performing arts events, exhibitions, readings, lectures, workshops and classes
Must be open and accessible to the public
The grant calculation is based on three components: Municipal Matching, which matches funding provided by local governments; Community Support Incentive, which rewards councils whose non-government revenue is greater than one-third of their gross; and Consolidated Arts Programming, based on earned revenues and exhibition expenses related specifically to arts programming. Remote and isolated communities receive distance and population density subsidies.
The total maximum grant in any fiscal year shall not exceed $33,000.
