Some background information follows on the development of Sector Councils/Associations in Manitoba.

NEWS RELEASE - 2007 THRONE SPEECH HIGHLIGHTS, November 20th, 2007
"Expansion and entrenching of the highly-successful Sector Council Strategy in legislation." From the Speech from the Throne: “The highly successful Sector Council strategy will be entrenched in legislation, and expanded with the addition of two new councils – one for Manitoba’s Construction Sector and one for our Northern Resource Sector.”

NEWS RELEASE April 15, 2008
“Industry sector councils are human resource development and training organizations that bring together representatives from key stakeholder groups in an industrial sector or, in the case of the Northern Manitoba Sector Council, a geographic area.”

LEGISLATION
Advisory Council on Workforce Development Act, given Royal Assent on June 12, 2008
C.C.S.M. c. A6.5 s.4 “The role of the advisory council is to consult with sector councils and provide information and advice to the minister about workforce trends, and about initiatives, policies and strategies for developing Manitoba's workforce”… s.9 “The minister may make regulations designating organizations as sector councils for the purpose of this Act.”

Canada

THE ALLIANCE OF SECTOR COUNCILS
“The Alliance of Sector Councils (TASC) is a coordinating body formed of some 29 sector councils. Sector councils bring together representatives from business, labour, education, and other professional groups in a neutral forum in order to comprehensively and cooperatively analyze and address sector-wide human resource issues.” Search here for publications, products and services, related resources and calendar of events.

HUMAN RESOURCES AND SOCIAL DEVELOPMENT CANADA. SECTOR COUNCIL PROGRAM. SKILLS PARTNERSHIPS WORKPLACE
“Through the Sector Council Program, the Government of Canada is working with the private sector to enhance adult workers’ skills through activities such as increasing employer investments in skills development and promoting workplace learning and training.” Links are provided to program information, list of Sector Councils, and skills, among others.

Manitoba

“By bringing together companies, education/training providers and other labour market partners, the sectoral approach provides opportunities not readily available to individual companies.” “ITP provides strong leadership in the development of sectoral approaches to human resources solutions." MANITOBA. SCIENCE, TECHNOLOGY, ENERGY AND MINES. Science, Innovation and Business Development
Areas of concentration included: Broadband Initiative, Knowledge Enterprises and Life Sciences. Under Science and Innovation see the Manitoba Innovation Framework for details regarding how the Framework fosters sustainable economic growth, job creation and quality of life for Manitobans.

NORTHERN MANITOBA SECTOR COUNCIL
Formed in September 2007 as a not-for-profit corporation, NMSC’s purpose “is to focus on and resolve regional and community-based skill development issues to enable northern Manitoba to grow and prosper economically”.
