The Environmental Assessment and Licensing Branch receives proposals pursuant to The Manitoba Environment Act and The Dangerous Goods Handling and Transportation Act.

The comment period for the following Proposals is closed. Environmental Assessment and Licensing Branch is processing the Proposal. Any additional information received from the Proponent during the review will be placed in the public registries. February 25, 2011 A Proposal has been filed by Stantec Consulting Ltd. on behalf of the Rural Municipality of Shell River for the construction and operation of a wastewater treatment lagoon in NE 20-25-28W, approximately 5 km south of Roblin and immediately west of PTH 83.  The project involves the construction of a new wastewater treatment lagoon with a clay liner and a truck dumping station.  All wastewater to be treated at the facility would be truck hauled from rural and seasonal homes in the Rural Municipality.  Treated effluent from the facility would be discharged to a road ditch flowing east under PTH 83 and southeast along the west side of PR 583 to the Shell River.  Discharges would occur during the period June 15 to October 31.  Construction of the facility is proposed for the summer of 2011.

June 27, 2011 Sommerfeld Holding Co. Ltd. (Sommerfeld Colony) has filed a proposal for expansion of its existing wastewater treatment lagoon located in NW 34-12-5WPM in the Rural Municipality of Portage la Prairie. The proposed expansion consists of the construction of a new, additional storage cell that will be located immediately adjacent to the north perimeter dyke of the existing two-cell wastewater treatment lagoon.  Consistent with the existing operation of the wastewater treatment lagoon, treated wastewater from the wastewater treatment lagoon will be discharged between June 15th and November 1st of any year to a drainage ditch which empties into Long Lake Creek.

A proposal has been filed by the Parks and Natural Areas Branch of Manitoba Conservation for the establishment of designated All Terrain Vehicle (ATV) trails in Duck Mountain Provincial Park.  The purpose of the project is to manage existing ATV use by designating and developing a system of trails that will reduce environmental impacts and provide appropriate recreational ATV riding experiences. The project is scheduled to begin in the summer of 2011 and be completed in phases over a period of 5 to 10 years.

A proposal has been filed by Stantec, on behalf of the Red River West Wastewater Co-operative Inc., pursuant to The Environment Act for the construction and operation of a Regional Wastewater Treatment Facility (WWTF) located on parcel A, plan 3992, across part of River Lots 23, 24, 25 and 26 in the Parish of St. Paul, Manitoba to provide treatment of wastewater generated within the R.M. of West St. Paul and R.M. of St. Andrews. The proposed WWTF will consist of a headworks facility, secondary process and secondary clarification, return activated sludge system, waste activated sludge system, scum and foam collection, chemical feed system, ultraviolet (UV) disinfection, sludge thickener and sludge holding tank. Treated wastewater from the WWTF will be discharged to the Red River approximately 900 meters from the facility via a gravity outfall pipe. Existing wastewater treatment plants located at Riverdale, Lister Rapids, River Springs, and River Crest will be decommissioned following successful commissioning and start-up of the new regional facility.

The facility receives petroleum products by pipeline, rail car, and tanker trucks and loads the same products into tanker trucks and rail cars.

Hemp Fiber Processing Facility

A proposal has been filed by American Hemp LLC pursuant to The Environment Act for the construction and operation of a Hemp Fiber Processing Facility located on the Northeast quarter of Section 16-25-19 WPM in the joint City of Dauphin and R.M. of Dauphin Industrial Park in Manitoba. The purpose of this facility is to decorticate hemp bales that are currently considered waste in the area of Dauphin and sell the outputs of bast fibres and hurds to clients. The proposed development will consist of a hemp processing facility, storage building and parking lot and will operate at a full capacity of 16 hours per day.

Salt Lake Water Level Control Project

October 17, 2011 An Environment Act Proposal has been filed by the Rural Municipality of Strathclair for a project to regulate high water levels on North and Center Salt lakes.  The project involves the construction of a gated culvert control structure in SW 27-16-22W and the construction of a channel  upstream of the control structure into Center Salt Lake and downstream of the control structure thorough 22-16-22 W into the north end of South Salt Lake.  Levels on North and Center Salt lakes would be lowered to an elevation of 566.0 metres, which is nearly 2 m lower than the present level of North Salt Lake.  Water would be discharged from the existing outlet on South Salt Lake to the Oak River drainage system when the additional flows would not aggravate flooding on the downstream system, especially after spring runoff and in the fall of each year.

Manitoba Conservation, Parks and Natural Areas has filed a proposal pursuant to The Environment Act for the construction and operation of a wastewater treatment lagoon located in the northeast quarter of Section 36-64-24 WPM in Grass River Provincial Park, to serve three seasonal campgrounds. The proposed development will consist of the construction of a new primary cell, a new secondary cell, and a truck turnaround and spillway. Treated wastewater from the wastewater treatment lagoon will be discharged between June 15th and November 1st of any year into the perimeter ditch via a discharge pipe that drains into a small lake located approximately 700 metres to the west of the lagoon site.

Manitoba Conservation has received an Environment Act Proposal for the Project (File 5550.00).  Submitted with the proposal includes a document called “Scoping Document for the Environmental Assessment of the Keeyask Generation Project” (the Scoping Document).

Public comment is invited on the Environment Act Proposal and the Scoping Document.  All comments received will be considered public and will become part of the project file. The Scoping Document will be used to form joint provincial/federal guidelines for the Environmental Impact Statement (EIS).  A separate notice will be published following receipt of the EIS for the project.  The EIS will also be made available for public review and comment.

The Canadian Environmental Assessment Agency (the Agency) invites the public to comment on the Project and the conduct of the comprehensive study, as described in a background document prepared by the Agency.
The background document is available on the Agency’s website at www.ceaa-acee.gc.ca (registry reference number 11-03-64144). To obtain a paper copy of the document, contact the project manager listed in this notice.

On November 1, 2011 Manitoba Conservation received a Proposal dated October 31, 2011, from Sun Gro Horticulture Canada Ltd. to develop the Hay Point Bog to harvest peat for the production horticultural peat products. The proposed development is located on Crown Land within the Hecla/Grindstone Provincial Park and covers an area of approximately 531 ha.  The targeted peatland is located approximately 21 km northeast of Riverton, MB on part of Sections 17 to 20, Township 25, Range 5.

5544.00 Waskada to Pierson Pipeline Project EOG Resources Canada Inc.

A Proposal has been filed by EOG Resources Canada Inc. to construct and operate three pipelines in one 32 km long right-of-way from SW 1-2-28 W1M to the existing oil battery in NE 21-1-25 W1M.  The proposed right-of-way traverses the Rural Municipalities of Edward, Arthur, and Brenda.  The pipelines in the right-of-way would include a 168.3 mm diameter sweet natural gas pipeline, a 219.1 mm diameter oil pipeline, and a 114.3 mm diameter sour gas pipeline.  Construction of the project is anticipated to begin in spring of 2012.  Completion is targeted for the fourth quarter of 2012.

BiPole III Transmission
Project – Environmental Impact Assessment

On December 2, 2011, Manitoba Hydro filed an EIS for the Bipole III Transmission Project: A Major Reliability Initiative (the Project).

The Project is required to ensure the reliability and security of Manitoba’s transmission and power supply system. It involves: the construction of a new 500 kV high-voltage DC transmission line; two new converter stations (Keewatinoow in the north and Riel in the south); 230 kV collector transmission lines; and, two ground electrodes with connections to the converter stations.

Prior to submitting the EIS, Manitoba Hydro engaged in a detailed Site Selection and Environmental Assessment (SSEA) process. The SSEA included four rounds of consultation in order to obtain public input before selecting a final preferred route. The EIS was prepared in accordance with an Environmental Assessment Scoping Document which was approved by Manitoba Conservation in June 2010.  Results of the SSEA, the environmental field studies and the project assessment are provided in the EIS.

A proposal has been filed by the City of Winnipeg to construct, operate and manage the existing Waste Disposal Facility located east of Brady Road, south of the Perimeter Highway and west of Waverley Street in the City of Winnipeg. The Development will consist of municipal landfill cells, a leachate collection and removal system, a waste transfer/drop-off area, a recyclables collection area, a compost facility for leaf and yard waste, a landfill gas collection system, storage areas for used tires, batteries, bicycles, scrap metals, white goods, propane tanks, green waste, and street sweepings, a weigh scale house, engineered wetlands and areas for stockpiling cover material. The city currently accepts at the landfill: household garbage; construction and demolition (C&D) waste; industrially or commercially derived non-hazardous and non-putrescible wastes; wood; furniture; metal; and acceptable yard wastes from residences. Special wastes such as dead animals including specified risk material (SRM), asbestos-containing materials (ACM) and biosolids are also accepted.

Ltd. pursuant to The Environment Act for the construction and operation of a new domestic wastewater treatment lagoon located in the southeast quarter of Section 25-6-4 EPM in the Rural Municipality of De Salaberry, to serve the Suncrest Colony. The proposed development will consist of the construction of a new primary cell and a new secondary cell. Treated effluent from the wastewater treatment lagoon will be trickle discharged between June 15th and November 1st of any year into a field drain which flows to the east into a municipal drainage system (2nd order drain). The municipal drainage system will then convey the effluent to the northeast where it ultimately empties into the Tourond Creek approximately 2 km from the site.

Treated effluent from the wastewater treatment lagoon will be trickle discharged between June 15th and November 1st of any year into a field drain which will carry the effluent into Boundary Creek. The effluent will then flow east in the Boundary Creek approximately 14.5 km before it reaches the Plum River and Red River.

The proposed development will consist of the construction of a new primary cell and a new secondary cell. Treated effluent from the wastewater treatment lagoon will be trickle discharged between June 15th and November 1st of any year into a drainage ditch, which runs into an existing field drain. The field drain connects with an existing road drain, leading to Fourth Creek, an existing second order drain. Fourth Creek drains into Sturgeon Creek which eventually empties into the Assiniboine River.

May 7, 2012 A Proposal has been filed by Corduroy Plains Ltd. to expand an existing irrigation project northwest of Carman.  The project area is located north of PR 245 and west of PTH 13.  A further eight quarter sections would be added to the existing project’s landbase, expanding it to 1130 hectares.  The land would be irrigated when potatoes were being grown, on a one year in three basis, with a maximum annual area of 397 hectares.  Water for the project would be supplied by the Boyne River.  A new off channel reservoir in NW 34-6-5W with a capacity of 320 cubic decameters would be constructed, and filled during the spring runoff period each year.  The remaining water needs of the project would continue to be met by summer pumping.  The project would be constructed in the summer and fall of 2012 for operation in 2013.
