The Environmental Assessment and Licensing Branch receives proposals pursuant to The Manitoba Environment Act and The Dangerous Goods Handling and Transportation Act and invites public participation in the review process.

May 28, 2012 A proposal has been filed on behalf of Sturgeon Creek Holding Co. Ltd. pursuant to The Environment Act for the construction and operation of a new wastewater treatment lagoon located in the southwest quarter of Section 34-11-1 WPM in the Rural Municipality of Rosser, to serve the Meadow View Colony Farms. The proposed development will consist of the construction of a new primary cell and a new secondary cell. Treated effluent from the wastewater treatment lagoon will be trickle discharged between June 15th and November 1st of any year into a drainage ditch, which runs into an existing field drain. The field drain connects with an existing road drain, leading to Fourth Creek, an existing second order drain. Fourth Creek drains into Sturgeon Creek which eventually empties into the Assiniboine River.

5577.00 Daly Irrigation Development Project Daly Irrigation Development Group

May 28, 2012 A Proposal has been filed by Stantec Consulting Ltd. on behalf of the Daly Irrigation Development Group, a partnership of five area irrigators.  The proposed project involves the continued irrigation of land south of the former Rivers airfield, and west of the Little Saskatchewan River, and the addition of more land in the area in the future.  Project land that has been irrigated previously from groundwater or from the Assiniboine River would be irrigated from the Little Saskatchewan River, from an existing pumpsite between NE 9-12-21W and NW 10-12-21W.  Additional pumps would be added at this site to provide all initial and future water requirements.  The project would have a total landbase of 1,627 hectares serviced by up to 31 centre pivot irrigation systems, with a maximum water use of  3,250 cubic decameters annually.  New pipelines for the project would be located on private agricultural land except where municipal road allowance crossings were required.  The construction of new project components would be started in the summer of 2012, with construction being completed when the last new irrigated fields were connected to the water supply system in future years.

A proposal has been filed by Mr. Christopher Clary-Lemon, on behalf of Manitoba Infrastructure and Transportation to permanently licence 43 locations throughout Manitoba for use as portable asphalt plant sites. Portable asphalt plants will be moved to the sites as needed to support construction activities.

5579.00 Waskada Sales Line Penn West Exploration

A Proposal has been filed by Penn West Exploration to construct and operate two pipelines in one right-of-way from 30-1-25 WPM to Cromer Facility at 17-9-28 WPM and Provident Facility at 17-10-28 WPM. The proposed right-of-way which originates near Waskada and traverses the Rural Municipalities of Brenda, Arthur, Albert, Pipestone and Wallace includes a 219.1mm diameter oil pipeline of 92 km and one 114.3 mm diameter natural gas pipeline of 105 km.  Construction of the project is anticipated to begin in the fall of 2012.  Completion is targeted for the spring of 2013.

5580.00 Village of Cromer Subdivision – Onsite Wastewater Management System Rural Municipality of Pipestone

A proposal has been filed on behalf of Rural Municipality of Pipestone pursuant to The Environment Act for the construction and operation of an Onsite Wastewater Management System (OWMS) located in the Section 8-9-28 WPM in the R.M. of Pipestone to serve a new 16-lot residential development in the village of Cromer. The OWMS will consist of a secondary wastewater treatment system, an effluent pumping station and an onsite disposal field. Treated effluent will be discharged into the pumping station which will pump it to the disposal field.

A Dangerous Goods Handling & Transportation Act Application has been filed by Interlake Salvage & Recycling Inc. for the continued operation of a Waste Battery Collection facility located at 47 Patterson Drive in the Town of Stonewall, Manitoba.  The facility will accept waste lead acid batteries, store them temporarily and then send them to a licenced battery receiver/recycler.
