Proposals open for public comment

The Environmental Assessment and Licensing Branch receives proposals pursuant to The Manitoba Environment Act and The Dangerous Goods Handling and Transportation Act and invites public participation in the review process.

5428.00 Swan Lake Water Treatment Plant Wastewater Disposal Rural Municipality of Lorne September 15, 2009 November 25, 2009 A Proposal has been filed by J. R. Cousin Consultants Ltd. on behalf of the Rural Municipality of Lorne for the disposal of wastewater from the Swan Lake water treatment plant.  Backwash water from the plant’s manganese greensand filter system is currently discharged to the community’s wastewater treatment lagoon.  It is proposed to redirect this backwash water through a buried pipeline along the north and west edges of the community to the southwest corner of the community where it would discharge to a creek which is a tributary of the Pembina River.  Weeping tile water from the plant and the school would also be discharged to this location using the same pipeline.  Backwash water consists of treated water with elevated levels of manganese removed by the treatment process.  Approximately 4,600 litres of backwash water is generated once every three days by the plant, which is not being otherwise changed by the project.  It is proposed to begin redirecting the backwash water in the fall of 2009

36.40 Town of Emerson Wastewater Treatment Lagoon September 25, 2009 December 1, 2009

A proposal was filed on behalf of the Town of Emerson for the expansion and upgrade of the existing wastewater treatment lagoon located on River Lots 9 and 11, Parish of Sainte Agathe in the Town of Emerson.  The proposed expansion consists of the construction of one new, additional secondary cell that will be located immediately west of the existing wastewater treatment lagoon.  The proposed upgrade of the existing wastewater treatment lagoon consists of repairing portions of the dykes, raising the existing dykes to provide improved flood protection, and adding a truck dump facility. It is also proposed that the method of discharging the wastewater treatment lagoon will change in that discharge will now be via existing ditches rather than pipeline.  Treated wastewater from the wastewater treatment lagoon will be discharged to the Red River between June 15th and November 1st of any year.

4572.00 Tembec Enterprises Inc Environmental Impact Statement of the FML No. 1  - 2010-2029 Forest Stewardship Plan October 9, 2009 January 4, 2010 Tembec Enterprises Inc. has submitted a Twenty Year Forest Stewardship Plan (2010-2029) and an associated Environmental Impact Statement (EIS) to Manitoba Conservation for continued forestry operations in Forest Management Licence Area No. 1 (FML No. 1).  Various forest management activities are proposed for FML No. 1, including road construction, timber harvesting, forest renewal, and forest protection.  FML No. 1 is bounded by Lake Winnipeg to the west, the Winnipeg River to the south, Ontario to the east, and Atikaki Provincial Park to the north.

5388.00 East Side Road Authority Inc. All season road from Provincial Road 304 to the Community of Berens River Jan 30, 2009 January 7, 2010

The East Side Road Authority Inc. previously filed an Environment Act Proposal Notification Document and Scoping Document for an all season road from Provincial Road 304 to the community of Berens River.
 
An Environmental Impact Assessment (EIA) for the proposed Provincial Road 304 to Berens River All Season Road has now been filed by the East Side Road Authority and is available for public review.

The Project involves upgrading the existing road known as the Rice River Road and constructing a road extension linking the Bloodvein and Berens River First Nations to Provincial Road 304 including bridge and culvert crossings across waterways. The proposed road would provide reliable year round access to Hollow Water, Bloodvein and Berens River First Nations and the communities of Seymourville, Aghaming, Loon Straits, Princess Harbour and Berens River. In addition to the all season road, the EIA also addresses the proposal for a revised boundary of Atakiki Park in the vicinity of the Bloodvein River crossing.

A proposal has been filed by Mr. Bill Critchley, on behalf of AS Canada, ULC, for the continued operation of a manufacturing facility at 255 Hutchings Street in Winnipeg.  The facility manufactures and distributes plumbing fixtures, predominantly acrylic tubs and showers, under the trademark of Fiat Products.
