OVERVIEW:
On March 29, 1996, the Manitoba Environment received a Proposal dated March 28, 1996, to construct and operate a crop protection warehouse, an existing grain elevator, and distribution facilities located on Lot 3, Plan 15804 in the Village of Arborg. The 24' x 36' crop protection warehouse will be constructed to meet the Crop Protection Institute's Phase III requirements. The expected hours of operation will be from 8:30 a.m. to 5:30 p.m. with extended hours during the peak activity.
No public concerns were received in response to the advertisement of this proposal in the Gimli/Arborg Interlake Spectator published on April 8, 1996. The proposal was placed in the Public Registries at Main & Centennial Public Libraries and the Village of Arborg Office. The proposal was distributed to TAC on April 2, 1996 with the closing date for TAC and Public comments on May 2, 1996.

COMMENTS FROM THE TECHNICAL ADVISORY COMMITTEE:
Canadian Environmental Assessment Agency state that based on their staff survey, application of the Canadian Environmental Assessment Act with respect to this proposal is not required.
Natural Resources - Policy Coordination Branch state the site is subject to minor flooding by the Icelandic River, but can be mitigated by raising the site to a minimum elevation of 228.8 metres, Geodetic of Canada Datum. Concern is that the Icelandic River supports important spawning runs of fish from Lake Winnipeg which could be affected by accidental spills or contaminated materials entering the river. They recommend that the clay berm be sufficient in length, width and height and be fitted with a control gate/culvert.
Disposition
The concerns are addressed in the licence.Culture, Heritage and Recreation - Historic Resources has no concern with regard to its potential impact on heritage resources.
Highways state they have no concerns with this development.
Rural Development stated they have no planning concerns regarding this proposal.
Health stated they have no specific concerns from the viewpoint of potential impact on human health.
Environmental Management state that based on the well log for this property there appears to be sufficient clay present to mimimize leaching of contaminated materials. They commend the plan to berm and gate the secondary containment area. They have no concerns regarding surface water quality.
Environmental Operations state their concerns include proximity to any residences in regard to noise and dust, containment and protection of groundwater, and prevention of contaminated material entering the Icelandic River.
Disposition
The concerns are addressed in the draft licence.
PUBLIC HEARING:
No public hearing will be conducted.
RECOMMENDATION:
TAC concerns are addressed in the draft licence.
The responsibility for enforcement of the Licence should remain with Approvals Branch until the proponent complies with Clauses 1, 2, 14, 15, 19, 20, 21, and 24.
A draft Environment Act Licence is attached for the Director's consideration.
