OVERVIEW:

On April 19, 1996, the Manitoba Environment received a Proposal dated April 19, 1996, to construct and operate an oilseed/canola elevator and a four track railway loading and distribution system to be located on the SE 1/4 30-10-14 WPM in the Town of Carberry and the Rural Municipality of North Cypress. The development will consist of two 7,500 metric tonne elevators with accompaning conveyor system able to load 350 tonnes per hour. The expected hours of operation will be from 8:00 a.m. to 5:00 p.m. with extended hours during harvest, or during other backlog conditions.

No public concerns were received in response to the advertisement of this proposal in the Carberry News published on May 8, 1996. The proposal was placed in the Public Registries at Main & Centennial Public Libraries, the Western Manitoba Regional Library and the Manitoba Eco-Network. The proposal was distributed to TAC on May 1, 1996 with the closing date for TAC and Public comments on May 30, 1996.

COMMENTS FROM THE PUBLIC:

No public responses were received.

COMMENTS FROM THE TECHNICAL ADVISORY COMMITTEE:

Canadian Environmental Assessment Agency state that based on their staff survey, application of the Canadian Environmental Assessment Act with respect to this proposal is not required.

Natural Resources - Policy Coordination Branch has reviewed the proposal and based on the information provided have has no concerns which would limit approval of this project.

Culture, Heritage and Recreation - Historic Resources has no concern with regard to its potential impact on heritage resources.

Highways understands that the proponent has been in contact with Department through Manitoba Rural Development. The Department of Highways has no additional concerns with this development as outlined by the proponent.

Rural Development states the proposed development complies with the local zoning, and that a subdivision proposal for the proposed site has received conditional approval. They have no objections to issuance of an Environmental licence.

Health concerns regarding potential health hazards include dust generated during construction, noise, particulate emissions, solid waste disposal, and accidental fuel or chemical spills.

Disposition
The concerns are addressed in the draft licence.

Environmental Operations concerns are that dust and noise emanating from this facility are limited to prevent offsite nuisance, and dust arising from increased truck traffic. In addition they state that sewage must comply with MR 95/88R and any storage of petroleum products comply with MR 97/88R.

The concerns are addressed in the draft licence.

PUBLIC HEARING:

No public hearing will be conducted.

RECOMMENDATION:

TAC concerns are addressed in the draft licence.

The responsibility for enforcement of the Licence should be assigned to the responsible region.

A draft Environment Act Licence is attached for the Director's consideration.
