THIS LICENCE IS ISSUED PURSUANT TO SECTION 10(1) TO:

GWN PYROLYTIC CORPORATION.; "the Licencee"

STAGE 1 LICENCE

pursuant to Sections 10(8) and 13(1) of the Act for the construction only of the Development being a gasification facility, located on Lot 1-12 Plan 28078 in the Parish of St. Clements in the Town of Selkirk and the installation of equipment therein, in accordance with the proposals filed under The Environment Act on July 21, 1997, and subject to the following specifications, limits, terms and conditions:

  1. The Licencee shall not store or otherwise accumulate at this Development any materials other than those necessary for the construction of the facility.

  2. The Licencee shall carry out any remedial measures or modifications to the constructed works authorized under this Licence which may be deemed necessary by the Director to ensure effective environmental management or for any other reason pertaining to the safety of the construction in this Licence and in any subsequent stage in the licensing of the Development. Such remedial measures or modifications shall be undertaken within a time frame to be specified by the Director, and in a manner to be approved by the Director.

  3. If in the opinion of the Director, the Licencee is in contravention of or has contravened the specifications, limits, terms and conditions set out herein, the Director may revoke, temporarily or permanently, this Licence.
