OVERVIEW:

On Decemebr 19, 1996, Manitoba Environment received a Proposal dated December 16, 1996, to install and operate a bulk granular/liquid fertilizer blending/storage and an anhydrous ammonia storage tank, and distribution facilities to be located on the NW 1/4 7-16-4 EPM in the Rural Municipality of St. Andrews. The anhydrous ammonia vessel will be placed on cement pillers and completed with weigh scales, office, and fence. The granular/liquid fertilizer blending/storage has been in operation for many years and consists of five liquid tanks and and a bulk granular. The expected hours of operation will be from 8:00 a.m. to 5:00 p.m. with extensions during the spring and fall peak activity periods.

No public concerns were received in response to the advertisement of this proposal in the Selkirk Journal published on January 13, 1997. The proposal was placed in the Public Registries at the Centennial Public Library, the Manitoba Eco-Network, and the Selkirk Community Library. The proposal was distributed to TAC on January 8, 1997, with the closing date for TAC and Public comments on February 6, 1997.

COMMENTS FROM THE PUBLIC:

No public responses were received.

COMMENTS FROM THE TECHNICAL ADVISORY COMMITTEE:

Canadian Environmental Assessment Agency - state that based on their staff survey, application of the Canadian Environmental Assessment Act with respect to this proposal is not required.

Natural Resources - Policy Coordination Branch - has reviewed the proposal and state they have no concerns.

Culture, Heritage and Recreation - Historic Resources - has no concern with regard to its potential impact on heritage resources.

Urban Affairs - state the property is currently used as a Fertilizer Facility, handling both liquid and granular fertilizers. They state on October 14, 1996, the Rural Municipality of St. Andrews issued a conditional use permit to Interlake Agro Services Ltd. to permit a fertilizer operation. The existing conditional use permit would include an anhydrous ammonia facility. Subject to the issuance of an Environmental Licence, the applicant would only require a building permit to construct the anhydrous ammonia faciltity.

Environmental Management - Water Quality has a general concern regarding the faciltiy for liquid fertilizers, in regard to the lining and holding capacity of the liquid berm. They state the containment area, including dike walls and lining, should be constructed to ensure that no liquid could leach through the lining, and that the capasity of the containment is sufficient to hold the volume of the storage tanks.

Disposition
Additional information was provided by the proponent. He stated that the liquid tanks will be removed from the exisiting dike during the 1997 summer and a proper lining installed.

Environmental Operations - have reviewed the proposal and have no comments regarding the submission.

PUBLIC HEARING:

No public hearing will be conducted.

RECOMMENDATION:

TAC concerns are addressed in the draft licence.

The responsibility for enforcement of the Licence should remain with Approvals Branch until the proponent complies with Clauses 10, 15, 16, 17, and 19.

A draft Environment Act Licence is attached for the Director's consideration.
