IN ACCORDANCE WITH THE MANITOBA ENVIRONMENT ACT (C.C.S.M. c. E125)
THIS LICENCE IS ISSUED PURSUANT TO SECTIONS 11(1) AND 14(2) TO:

MANITOBA HYDRO; "the Licencee"

for the construction and operation of the Development located at the Dorsey Converter Station in SW 8-12-1E. The Development consists of:

  1. a deep well injection system for the disposal of saline backwash water from the converter station's zeolite water softeners; and
  2. three 300 MVAr (mega-voltamperes reactive) synchronous condensors;

and subject to the following specifications, limits, terms and conditions:

SPECIFICATIONS, LIMITS, TERMS AND CONDITIONS

  1. The Licencee shall construct and operate the Development in accordance with the Environment Act Proposal dated September 4, 1991 and additional information on the Proposal filed with the Department dated May 5, 1992, June 11, 1992, August 4, 1992, October 28, 1992 and December 18, 2002.

  2. The Licencee shall submit the following information to the Director within 30 days at the end of any month in which an incident of saline water discharge from the cooling system water softeners to the surface drainage system has occurred:
  1. the volume of saline wastewater (in cubic metres) injected into the deep well during that month;
  2. the volume, duration and cause of diversions of saline wastewater into surface drains during that month; and
  3. an analysis of representative wastewater grab samples collected bi-weekly for a one month period following a saline water discharge incident. The sample shall be collected at a point in the second pond cell or at the point of discharge to the municipal ditch system and be analyzed using standard methods approved by the Director for the following parameters:
pH (pH units)
Conductivity (microsiemens per centimetre)
Filterable Residue (milligrams per litre mg/L)
Sodium (mg/L)
Calcium (mg/L)
Magnesium (mg/L)
Chlorides (mg/L)
Sulphates (mg/L)
Iron (mg/L)
Manganese (mg/L)

The Director may extend this period or alter the data requirements at any time.

  1. The Licencee shall ensure that saline wastewater discharges to surface drains do not cause the Manitoba Surface Water Quality Objectives to be exceeded for the following uses of Sturgeon Creek:
  1. cool water aquatic life and wildlife;
  2. field crop irrigation; and
  3. secondary recreation.
  1. The Licencee shall submit for the approval of the Director, within one year of the issuance of this Licence, an operating manual for the reporting of incidents which cause, or have the potential to cause, harm to the environment. The contents of this manual shall include, but not be limited to:
  1. a description of the training of operating staff in incident management;
  2. a specification that any deep well injection failures lasting in excess of 48 hours will be reported to the Director within one day; and
  3. a specification that the spill of any contaminant used at or on the Dorsey Converter Station property will be reported to an Environment Officer in accordance with the requirements of Manitoba Regulation 439/87 respecting Environmental Accident Reporting.
  1. The Licencee shall provide to the Director, within such time as may be specified, additional information relating to the Development which may include reports, drawings, specifications, analyses or other information.

  2. The Licencee shall operate any fuel storage areas located at the Development in compliance with the requirements of Manitoba Regulation 188/2001 respecting Storage and Handling of Petroleum Products and Allied Products.

  3. This Licence replaces Licence No. 1627 which is hereby rescinded.

REVOCATION

If, in the opinion of the Director, the Licencee has exceeded or is exceeding the specifications, limits, terms or conditions set out herein, the Director may revoke this Licence either temporarily or permanently.
