Welcome to Manitoba Conservation's Petroleum Storage Program

Petroleum products continue to contaminate groundwater and soil. Contamination can occur from large spills or from small leaks and spills over a long period. The effects can be experienced through drinking water contamination, other public health issues, public safety concerns, and reduced real estate values. 

To ensure a safe environment the Manitoba government replaced the former legislation regulating the storage and handling of petroleum and associated products on December 17, 2001 . The regulation is entitled the Storage and Handling of Petroleum Products and Allied Products Regulation (MR188/2001)

Re: Amendments to the Storage and Handling of Petroleum Products and Allied Products Regulation

Amendments to the the Storage and Handling of Petroleum Products and Allied Products Regulation, MR 188/2001 (the Regulation) became effective March 1, 2011

The regulatory amendments update references in the Regulation to requirements of the 2003
Environmental Code of Practice for Aboveground and Underground Storage Tank Systems
Containing Petroleum and Allied Products published by CCME.

In addition, the amendments:

  • Add biodiesel, E85 and oxygenated gasoline to the definition of allied petroleum product;
  • Add a provision to allow the Department to issue technical bulletins to provide clarification
  • on technical provisions in the Regulation;
  • Add a requirement to submit test results with the Work Completion Certificate in relation to
  • the construction, alteration or removal of any storage tank system;
  • Remove the requirement for the Department to provide 10 days notice to refuse, suspend, or cancel an operating permit for the operation of a storage tank system;
  • Change the time limit from 180 days to 60 days to have any petroleum or allied petroleum
  • product removed from an unused storage tank system;
  • Remove the requirement to have an advisory committee review applications for licensed
  • petroleum technicians (LPT); and
  • Remove the requirement for the Department to provide 10 days notice to refuse, suspend or cancel the license of a LPT.
