The following provides a general description of the more common services which may be provided in a property service area.
Road maintenance is the ongoing maintenance of a subdivision road and surrounding areas which exist as a result of the road and may include the following subcategories:
Asphalt – Maintenance and repair of asphalt surfaced roads including the resurfacing, repair and maintenance of the asphalt surface, line painting, etc.
Gravelling – Supply and application of new gravel to gravel surface roads.
Grading – Grading of gravel roads and shoulders of asphalt roads.
Ditching/drainage – Maintenance of drainage under and around roadways and including the dredging of ditches and repair/replacement of culverts, etc.
Brushing/mowing – Removal of trees, brush and other vegetation from ditches and roadside areas.
Dust control – Supply and application of dust control substances on gravel and hard surfaced roads.
Snow ploughing – Ploughing or removal of snow on roads which are not access roads to physical service infrastructure such as garbage transfer stations, lagoons, maintenance yards, etc.
Signage – Supply and installation of new or replacement signs adjacent to roadways for identification, information and safety purposes.
Garbage services involve both the collection and disposal of garbage and recyclables and may include the subcategories:
Collection – The collection of garbage from more than one temporary site of convenience which is brought to a central location such as a transfer station or landfill.
Disposal – The disposal of garbage collected into a landfill or the hauling of garbage from a transfer station to a landfill.
Recycling – The collection and transportation of recyclables to a recycler.
Sewage services involve both the collection and disposal of sewage and may include the subcategories:
Collection – The maintenance of a fixed collection infrastructure which collects sewage from one or more specific users and flows or pumps that sewage to a central point where it is disposed of.
Disposal – The maintenance of infrastructure into which sewage is disposed of such as a lagoon or treatment plant.
Water services are the procurement and distribution of potable water and may include the subcategories:
Procurement – Procurement and maintenance of the supply of potable water in one or more central locations.
Distribution – The maintenance of a fixed distribution infrastructure to deliver potable water to specific users.
Lighting includes the provision of street lighting in Conservation maintained subdivision areas.
Security services include the provision of security and loss prevention services in subdivision areas.
Fire services include fire protection and prevention services for structural fires. This does not include the cost of forest fire suppression.
Ambulance services are the provision of emergency ambulance services.
Dock and landing services is the maintenance of docks and landing areas designed for use by service users with water access properties.
Capital costs include all non-equipment capital assets directly utilized in the provision of services such as garbage transfer stations, sewage lagoons, etc. The cost of infrastructure assets will be amortized over a number of years and will include new and existing infrastructure with significant useful life remaining.
Administration includes the direct and indirect costs of management, administrative and support staff related to the management, administration and provision of property services.
