2nd National EPR Workshops

On March 6 to 8, 2002, Winnipeg hosted the Second National Extended Producer Responsibility (EPR) Conference. The conference focused on strengthening the use of product stewardship to improve collection, recycling and waste reduction programs. At the conference, delegates from around the world discussed existing and upcoming approaches to waste minimization.

Reducing Waste through Product Stewardship
The aim of stewardship is to find better methods of diverting or reducing the amount of designated materials from landfill sites and encouraging product producers to consider design-for the-environment changes to manufacturing processes. This is achieved by bringing greater levels of responsibility to the producers and users of the materials and products.

David Betts, Vice-President Programs
Information Technology Association of Canada

EPR Challenges in the Information Technology Sector

An overview of challenges facing the information technology sector in implementing end of life product disposal solutions.

Biography - Dave Betts is the Vice-President of Operations with the Information Technology Association of Canada, more commonly known as ITAC. ITAC is the voice of the Canadian information technology industry. Together, with its partner organizations across the country, the Association represents over 1,300 companies in the computing and telecommunications hardware, software, services, and electronic content sectors. This network of companies accounts for more than 70% of the 542,000 jobs, $132.6 billion in revenue, $5.3 billion in R&D expenditure and $44 billion in exports that IT contributes annually to the Canadian economy.

Peter Bornand, Chairman
SWICO Environmental Commission

Switzerland's Electronics Take Back Program

Development, implementation and qualification of the Swiss take back system for electronics.

Biography - Mr. Bornand has over 30 years experience in the computer industry. He has worked with IBM as Manager of Administration and most recently in Environmental Affairs and Organization. Peter has been a Member of the Environment Commission of SWICO Association since 1994, and has been President of the Commission since 2000.

Quebec's Waste Management Plan 1998-2008 for Extended Producer Responsibility

This presentation will outline the regulations and guidelines adopted or planned for the following materials: containers, printed materials, paint, oil and filters, batteries, and organic wastes.

Biography - Marie Dussault is an Analyst with the Waste Management Division, Municipal Policy Branch from the Québec Environment Department. Marie holds a Masters degree in Geography from Laval University (Québec). She joined the Québec Environment Department in 1989 and worked six years with the Environmental Impact Assessment Branch before joining the Waste Management Division in 1996. Marie has worked on Quebec's draft Action Plan and various other regulations and issues pertaining to municipal recovery programs, deposit-return systems, household hazardous wastes and dry materials. She has worked on the Regulation respecting the recovery and reclamation of discarded paint containers and paints (adopted June 1, 2000) and is currently working on the draft regulation to apply EPR to packaging and printed material to finance municipal waste recovery programs.

Claudia Fénérol
Organization for Economic Cooperation and Development (OECD)

EPR: International Programme Implementation and Activities

This presentation will provide an overview of the OECD work programme, a description of EPR in the OECD context, as well as different programmes and implementing mechanisms. It will highlight specific issues with EPR policy and programme implementation.

Biography - Claudia Fénérol has worked for the Organization for Economic Cooperation and Development (OECD), located in Paris, for the past ten years. She has worked primarily on pollution prevention and control and technology and environment policies and programmes. Currently, she manages two work programmes: Pollutant Release and Transfer Registers and Extended Producer Responsibility. Before joining the OECD, Mrs. Fénérol worked for nine years at the US EPA. She is educated in geography, environmental science and law.

Derek Firth, Chief Operating Officer
Resource Recovery Fund Board (RRFB)

EPR - Can it be Win/Win?

A look at some of the ways in which the Province of Nova Scotia has worked with industry to develop innovative stewardship programs that have helped make Nova Scotia a world leader in recycling and composting.

Biography - Derek Firth, CA, is the Chief Operating Officer of the Resource Recovery Fund Board (RRFB) Nova Scotia. He joined the RRFB in July 1996 as Finance - MIS Manager, became the Controller and Corporate Secretary in July 1997 and was appointed Chief Operating Officer in February 2001. RRFB Nova Scotia develops, implements and administers solid waste management programs in Nova Scotia.

Derek oversees the operation of the deposit-refund program for beverage containers that includes all ready-to-serve drinks, beer sold in cans, wine and spirits. Over 260 million beverage containers are supplied in Nova Scotia each year and RRFB Nova Scotia recovers over 80% through its network of 85 Enviro-Depots® across the province. He also helped develop and implement a Used Tire Management Program that diverts over 800,000 tires each year from landfill.

Nova Scotia Used Sharps - Take Back Program

Description of the province-wide residential used sharps take-back program complete with: Why it was needed; how it was developed; key components; stakeholder involvement.

Biography - Barry Friesen is the Solid Waste-Resource Manager for the Nova Scotia Department of Environment and Labour. Barry is responsible for implementing the province's Solid Waste-Resource Management Strategy. Through his work, Barry has worked with all levels of government, municipalities and industry. Through his career, Barry has learned to place a high value on the link between community development and environmental protection.

Dennis Hambleton, Executive Director
Alberta Used Oil Management Association

Implementing a Used Oil EPR Program in the Prairie Provinces

The presentation will highlight the process, priorities, pitfalls and performance of the Used Oil Management Program operating in Alberta, Manitoba and Saskatchewan.

Biography - Dennis Hambleton is a graduate of the University of Saskatchewan. During a 25 year career with Imperial Oil Limited, he held several senior management positions across Canada before taking early retirement in 1992. In his later years with Imperial Oil, he was their Western Environmental Affairs Manager.

After retiring from the oil industry, he formed his own consulting firm, Hambleton Environmental Engineering Limited. Dennis has worked closely with the Canadian Petroleum Products Institute and the Alberta government in providing guidance and leadership in the formation of the Alberta Used Oil Management Association (AUOMA). Dennis is currently serving as CEO of AUOMA.

Warren Heeley, President
Heating Refrigeration and Air Conditioning Institute of Canada

Refrigerant Management Canada (RMC)

The process and challenges in forming RMC including program funding, industry commitment, regulatory challenges, program operation and administration of RMC will be reviewed.

Biography - Warren Heeley is President of the Heating, Refrigeration and Air Conditioning Institute of Canada (HRAI). HRAI is the national industry association that represents over 900 member companies in the Canadian heating, refrigeration, air conditioning and ventilation sector. HRAI is a partnership between the three sections of the HVACR supply chain; manufacturers, wholesalers and contractors.

Warren joined the staff of HRAI in 1982 and has served as chief administrative officer since 1985. He has a bachelor's degree from York University in political science and history and a certificate of business administration from the Toronto School of Business. He serves on a wide variety of industry and government committees as well as being a member of the Canadian Society of Association Executives.

Garth Hickle, Policy Analyst
Minnesota Office of Environmental Assistance

Product Stewardship in the US: A State's Perspective

Product stewardship in the US has been dominated by state-led policy development and multi-stakeholder initiatives. The presentation will examine product stewardship initiatives in the US with an emphasis on the recently concluded agreement between US EPA, state governments and the carpet industry.

Biography - Garth is the Product Stewardship Team Leader with the Minnesota Office of Environmental Assistance. He has been with the OEA since 1996 working on product stewardship for packaging, electronics and carpet. Recently, he co-ordinated a carpet recycling initiative that resulted in the first national product stewardship agreement in the US. He holds graduate degrees from Vermont Law School and Hamline University.

Thomas Lindqvist, Professor
Lund University, Sweden

EPR in Europe

Biography - Thomas Lindhqvist started research in the areas of product policy, and pollution prevention in 1984 and has the distinction of being the first person to coin and use the phrase Extended Producer Responsibility (EPR).

He is an Associate Professor at the International Institute for Industrial Environmental Economics at Lund University in Sweden and he was awarded his PhD by Lund University with a dissertation published in April 2000 on "Extended Producer Responsibility in Cleaner Production". He has written extensively on the subject of EPR and is a well respected contributor to the OECD's EPR work program. Prior to taking up his current teaching and research responsibilities at Lund University he was employed by the UN and by the Swedish Ministry of the Environment."

Rod McCormick, Policy Analyst
Manitoba Conservation

Manitoba's Hazardous and Prescribed Household Hazardous Waste Management Plan

Rod will be speaking on introducing product stewardship to Household Hazardous Waste Management in Manitoba.

Biography - Rod McCormick is a Policy Analyst in the Pollution Prevention Branch of Manitoba Conservation. Rod has a Bachelor of Arts in Politics and Economics from the University of Manitoba.

Rod started in recycling picking up pop bottles for refunds and loading newspaper collected in Boy Scout Drives into trucks. After graduating from university, he spent seven years working with the Biomass Energy Institute. Since joining the Manitoba Government in 1986, Rod has helped introduce a number of measures to reduce waste in Manitoba.

Keith West, Director
Ontario Ministry of the Environment

Waste Diversion Ontario (WDO)

Biography - Keith West is the Director of the Waste Management Policy Branch, Integrated Environmental Planning Division, Ministry of the Environment. The Branch is responsible for setting the legislative, regulatory and policy framework for the sound and effective management of wastes in Ontario. It works with municipalities, the private sector and a variety of stakeholders on both hazardous and non-hazardous waste initiatives to promote waste minimization, diversion and recycling.
