Effective April 1, 1994, Treasury Board approved Special Operating Agency (SOA) status and required OSD to operate immediately on a full cost recovery basis. OSD has progressed from a government cost centre to a self-sustaining operation. SOA status means we manage our business as a business, managing our costs and fees to ensure you get the best value from the purchase of our services. We are focused on providing excellent service and putting you, the customer, first.
OSD offers a comprehensive program of skill building Training workshops and Consulting services to all types of public and private sector organizations within the province. Our customers include provincial, federal, municipal departments, crown and not-for-profit agencies and various private sector businesses.
Organization & Staff Development (OSD) believes that its consulting and training services contribute positively to improving individual and organization effectiveness in the Manitoba Government and in those other organizations who access our services.
