Youth Flood Teams

The Youth Flood Teams is a temporary expansion of the Hometown Green Team program and is created to help flood-affected communities through the employment of students and youth aged 16-29 years for flood protection, recovery and clean-up work.

Grant Applications will be accepted starting in June with employment periods ending September 2, 2011.

Eligible Projects:

  • Sandbagging
  • Construction and removal of temporary dikes.
  • Flood-related clean-up and debris removal from ditches and culverts.
  • Flood-related repairs to roads, streets, bridges and public facilities.
  • Worksite supervision (one supervisory position will be available for each community).

Eligible Organizations:

  • Flood-affected communities in rural Manitoba through the following organizations:
    • Rural Municipal Governments
    • Urban Municipal Governments (other than Winnipeg)
    • Aboriginal and Northern Affairs Communities
    • First Nations

Approved organizations must adhere to the following:

  • Be capable of providing project management and ongoing employee supervision.
  • Have Workers' Compensation coverage for all approved employees.
  • Ensure that all employees wear proper safety clothing and use proper safety equipment.
  • Ensure that all employees are properly trained in the use of any equipment.
  • Ensure that all employees have access to some form of communication (ex: cell phone, two-way radio).
  • Document all hours worked by each employee on a daily basis.
  • Keep track of all activities (daily logs) and expenses directly related to this project.
  • Remit all applicable payroll deductions to Canada Customs and Revenue Agency.
  • Issue a T4 slip to each employee.

Eligible Employees:

  • Students or unemployed youth aged 16 to 29 who are living in Manitoba and who are legally entitled to work in Canada (no hours will be reimbursed if employees do not meet this criteria).

Organizations requesting referrals to fill approved positions will be provided with names of youth who have registered with the program. Eligible positions must not result in the lay-off, reduction of hours or dismissal of any current employees or replace employees who have previously bee laid-off or dismissed.

Financial Assistance:

  • Organizations are eligible to apply for up to 15 positions and up to 480 hours per position.
  • Organizations will be reimbursed $9.50/hour for regular positions and $10.50/hour for supervisory positions (one supervisory position per community) plus 12.8% for mandatory employment related costs (vacation pay, CPP and EI remittance) for each approved employee.
  • Organizations will receive up to between $250 and $350 for support costs (ex: gloves, water, food) for each approved position.
  • Some organizations may also be eligible for transportation related costs up to $1,500 per community.
  • Organization will be provided with an advance payment of 65% of approved employee wage funding and the full amount for support costs. The remaining 35% of approved employee wage funding and transportation costs will be reimbursed at the conclusion of the project following the submission of a Claim for Reimbursement form.
  • Receipts are required to claim for support costs and transportation costs.
  • Daily work logs are required to claim for salary costs.

Terms and Conditions:

All approved organizations agree to:

  • Comply with all federal and provincial laws and regulations governing employers.
  • Comply with all labour employment standards directed by Manitoba Labour and Immigration.
  • Permit identification of the organization by name in publicity related to the program.
  • Provide administration, training and continuous daily supervision for all employees.
  • Provide information to assist in reviewing the effectiveness of the program.
  • Follow all the terms and conditions as set out on the program materials.

If, in the opinion of program staff responsible for the administration of this program, an approved applicant or authorized representative has misrepresented the information provided in the application or the program documents or has used part or all of the funding for purposes other than authorized or fails to comply with the terms and conditions as described, program staff may cancel any funding provided and take the appropriate steps to required the approved applicant or authorized official to repay in whole or part any funds provided.
