The Manitoba Emergency Measures Organization (EMO) is responsible for overseeing and coordinating all aspects of emergency preparedness in the Province, and managing, directing and coordinating the response of all departments to a disaster or major emergency.

Emergency Managers in Manitoba are very familiar with the demands and challenges of disasters and emergencies. Extreme weather and other unpredictable events can happen at any time of the year in this province and each of these experiences is a reminder of the importance of being prepared.

To ensure we remain prepared for the future, Manitoba EMO continues to work closely with provincial departments, and with municipal offices and other local authorities to continuously improve upon our entrenched culture of preparedness. We must never stop learning from past emergencies and improving our response capabilities.

Municipal governments are vital partners in emergency management. The level of coordination, cooperation, experience and leadership of these partners continues to strengthen. Every municipality in Manitoba has a comprehensive emergency plan in place that takes into account the requirements at all phases of an emergency – beginning with steps to limit or eliminate the threat of harm, to the requirements for evacuations and response activities, to the programs required for a complete recovery afterward. These local plans form the base of emergency management capacity in the Province.

This local focus is important, but even more valuable to those of us in the field of emergency management is the need for individuals to recognize their role in emergency preparedness and to be ready for the unexpected. The response to an emergency or disaster of any scale begins with you, the prepared individual. Manitoba has experienced a wide variety of major emergencies and disasters in the past decade that show the importance of a comprehensive and coordinated approach to emergency management. Manitoba EMO synchronizes the various partners in government, the private sector, and non-governmental agencies to ensure all necessary agencies are prepared, coordinated and effective to help people and communities in need.

Manitoba’s emergency management team has demonstrated its ability to work co-operatively and successfully on many occasions in the past, and will continue to do so in the future.
