Emergency management and public safety for a province as large and diverse as Manitoba requires a broad approach and attention to a wide range of issues. From basic emergency planning to responding to emergencies to the development of policy and legislation, the provincial government is actively engaged in emergency management in a number of areas.

Starting with the authority and responsibilities established in legislation, the provincial government has developed a system that allows for governmental resources to be deployed in an organized manner in response to a wide range of emergencies. Since the provincial government's involvement does not change the primary responsibility for municipalities to respond to emergencies, the Government of Manitoba's principal activities during an emergency involve oversight and monitoring of operations, and providing technical or expertise assistance in support of emergency operations.
