Overview

What is Integrated Service Delivery?

Integrated Service Delivery (ISD) is about serving Manitobans better. To do this, Family Services and Consumer Affairs (FSCA) is improving how we work together, both within the Department and with our partners.

The Department has taken several steps to make this happen:

  1. We have reorganized our Department's structure and service delivery systems to make it easier for us to focus on the needs of the citizens we serve.
  2. We are partnering with Manitoba Health and the Winnipeg Regional Health Authority to develop Community ACCESS Centres that will provide health and social services in one convenient location in your area.
  3. We have partnered with other federal, provincial and municipal government departments to bring a variety of services to Manitoba's francophone community through Bilingual Service Centres.

Department Reorganization

What impact will the Department's reorganization have on me?

Often, when individuals or families require support through our Department, they have a variety of needs. It is important that our various programs coordinate effectively so that those needs are met without our systems getting in the way of timely and helpful service.

To make that happen more effectively, we have created the new Community Service Delivery Division. This Division is now responsible for the delivery of all of the Department's services to the public. As we improve how we work together, individuals and families will get better service and spend less time getting it.

The Department has also been working with the Winnipeg Regional Health Authority (WRHA) and the Department of Health to integrate health and social services at community ACCESS centres. The Centres will be located in 6 paired community areas throughout Winnipeg to make it easier for you to get the services you need.

What are the new community areas?

Winnipeg

The WRHA provides service to 12 community areas in Winnipeg, and we combined those into 6 community areas for FSCA. Each coloured region on the map represents one FSCA community area.

Community ACCESS Centres

What is a Community ACCESS Centre?

A Community ACCESS Centre is a place you can go in areas of Winnipeg for health and social services. At the Centres, you will be able to get program information and services, fill out applications and ask questions. If you apply for more than one service, a service delivery team will develop a service plan and help you access the services you need.

What services will be available at the ACCESS Centres?

The following indicates the types of services and programs that will be available at ACCESS Centres:

When can I expect to see an ACCESS Centre in my neighbourhood?

River East

The new ACCESS River East facility is under construction to serve the River East community and is expected to open in early 2004.

Inkster

Community consultations for an ACCESS Centre in Inkster have been completed and staff are in the process of defining program needs and space requirements for the area.

Transcona

Planning for a new ACCESS site is progressing. Community consultations were held and there was support to have the Centre located on or near a major transportation route. A request for proposals is being used to identify a site.


Bilingual Service Centres

What are Bilingual Service Centres?

Bilingual Service Centres bring together a wide variety of federal, provincial and local government services in one convenient location to meet the needs of francophone Manitobans. The Centres fulfil one of the key recommendations of Judge Richard Chartier in his report on French language services within the Government of Manitoba, "Above All, Common Sense".

Where are the Bilingual Service Centres and what services are provided?

Bilingual Service Centre Locations: St. Boniface, St. Pierre Jolys, Notre Dame de LourdesSt. Boniface Bilingual Service Centre

The St. Boniface Bilingual Service Centre opened in April 2002 on the main floor of Centre La Vérendrye at 614 rue Des Meurons and offers a wide range of federal, provincial and city services. Although health services are not offered through the Centre, 30 staff members from three levels of government, including 14 from Family Services and Consumer Affairs, are located on site.

The centre is open Monday to Friday from 8:30 a.m. to 4:30 p.m. or you can call (204) 945-6220 for general inquiries.

Red River Region Bilingual Service Centre

The Red River Region Bilingual Service Centre, located at 427 rue Sabourin in St. Pierre Jolys, opened in October 2002. Staff from 8 different provincial departments and the federal government are there to help you get information and services in both official languages. You can go and access the Community Employment and Resource Centre, obtain job search assistance, or get information on a wide range of government programs and services.

The Centre is open Monday to Friday from 8:30 a.m. to 4:30 p.m., or you can call (204) 433-3340 for general inquiries.

Mountain Region Bilingual Service Centre

The Mountain Region Bilingual Service Centre, at 51 rue Rogers in Notre Dame de Lourdes, provides access in both French and English to a range of provincial, federal and community services in one regional office.

The Centre is open Monday to Friday from 8:30 a.m. to 4:30 p.m., or you can call (204) 248-2271 for general inquiries.
