Human Resource Services provides a wide range of services that support and enable managers and employees in their efforts to deliver effective programs to Manitobans. It encourages the effective use of human resources in achieving departmental objectives and ensures that Family Services and Consumer Affairs is an efficient and supportive workplace.

The Branch gives advice, assistance and support to managers in recruiting, maintaining and training departmental staff, and develops programs that ensure an inclusive, healthy work environment. It also provides a range of services to employees.

Human Resource Services assists managers to:

  • group functions or activities into positions or jobs;
  • classify the jobs;
  • organize jobs into effective working units;
  • hire staff for positions in their program areas;
  • ensure Employment Equity principles and practices are applied in all general human resource practices; and
  • give advice on issues related to labour relations which can include handling grievances between management and an employee and their union, mediating disputes, and investigating complaints.

The branch helps develop programs for managers and employees such as performance management, staff development and training, succession planning, respectful workplace, and wellness in the workplace.

Human resource specialists give staff advice and information on a range of issues including:

  • pay and benefits;
  • sick leave, leaves-of-absence, education leave, maternity/paternity leave, family-related leave;
  • vacations;
  • the Employee Assistance Program; and
  • referrals on a broad range of issues and challenges that may impact their life in the workplace.
