Project Breakaway

The Province has committed $125,000 in funding to partner with Project Breakaway, which was established by the Winnipeg Police Service to assist individuals trying to break away from the streets and move on to healthier and more productive lifestyles.  The Province will fund a coordinator and an outreach worker, based at the Main Street Project, to work exclusively with clients of Project Breakaway.

Established by the Winnipeg Police Service, clients engaged in Project Breakaway face numerous issues, including aggressive behaviours, aggressive panhandling, public intoxication/drug abuse, homelessness, transience and mental health issues.  Winnipeg Police Service reported that 38 persons were brought into Project Breakaway from January 2006 to May 2007.  During this period, those 38 individuals generated:

  • 570 Intoxicated Persons Detention Act (IPDA) calls
  • 447 calls for service (disturbance, medics)
  • 49 arrests
  • 1,066 combined calls for service

The provincial contribution will enable the current project to provide case management services to coordinate health and social services and implement a housing first approach.  This intervention has a potential to decrease the reliance on emergency services and link them with housing and supports.

The Province and the City of Winnipeg will also partner to establish a Steering Committee that will develop guidelines regarding the involvement of health, police and social service resources and make recommendations on coordination activities and efficiencies regarding current service delivery mechanisms to this population.  The committee will also provide policy guidance to the Main Street Project on this initiative.
