Homeless Outreach Team

Homelessness refers to having no fixed place to stay for more than 7 nights, and little likelihood of obtaining accommodation in the upcoming month.  It includes:  those being discharged from an institution, prison, jail, hospital with no fixed address; those who are living rough in a public or private place not ordinarily used as sleeping accommodations; as well as those whose primary night time residence is a supervised private or public emergency accommodation.

The Province of Manitoba has provided $357,000 for the establishment of the Homeless Outreach Team that will provide support to homeless individuals through various service providers in Winnipeg, Thompson, The Pas and Brandon.  The establishment of the Homeless Outreach Team will work with a housing first approach that provides better access to health, social services and housing for individuals currently experiencing homelessness.

Emergency shelter statistics indicate that a number of individuals return to shelters nightly and are disconnected from many social and health services.  The Homeless Outreach Team will work together with emergency homeless shelter providers to assist them in linking to the appropriate services and in accessing safe, affordable and adequate housing.

The initiative will see the creation of five outreach positions in Winnipeg and one in Thompson, with The Pas and Brandon each receiving a part-time position.  Service providers selected for the delivery of this initiative will need to work together as a “team” in engaging with other service providers who work with individuals experiencing homelessness.  It will be essential for the Team to have knowledge of culturally appropriate services and strong partnerships and links with agencies delivering services to the homeless. 

In Winnipeg, community agencies will be asked to participate via a request for proposals. The positions in Thompson, The Pas and Brandon will be determined in consultation with the regional areas to ensure community priorities are met.
