Emergency Homeless Shelter Standards

Manitoba is committed to ensuring that all emergency homeless shelters are safe and able to provide a minimum standard of service.

Emergency homeless shelter standards have been developed in order to increase the quality of life for those utilizing publicly funded adult emergency shelters and to ensure public accountability.

Emergency homeless shelters in Manitoba and elsewhere are, by necessity, providing more than just a place to sleep.  One of the main reasons for this is the changing nature of the homeless population.  Increasingly, shelter operators are reporting that their clients have more complex health and social service needs.

Standards have the potential to ensure that anyone staying at a shelter has a clean, healthy, supportive and respectful place to stay.  More importantly these standards may help some individuals end their homelessness sooner.

A number of cities in Canada have developed their own standards in an attempt to provide shelter operators and residents with a clear set of expectations and guidelines for the provision of quality shelter services.

The Manitoba standards were created in consultation with existing emergency homeless shelter providers and other community social service providers. Over the past year we have worked diligently to build consensus around the scope and definition of service delivery.

Shelter standards have the potential to address both basic resident needs and service standards in such areas as accommodation, health and safety, and staff training.
