
3.0.0 Authority StandardsIntroduction to Volume 3Volume 3 is not yet available. It will contain provincial standards for child and family services authorities. The Child Protection Branch, Manitoba Family Services and Labour, is currently developing agency standards (see Volume 1). Standards for authorities will be developed in consultation with authorities and others in due course. LegislationThe Child and Family Services Authorities ActThe Child and Family Services Authorities Act was proclaimed on November 22, 2003. Section 4 established four authorities responsible for the delivery of services (including adoption services) by child and family services agencies as follows:
Section 18 of the Act provides for powers and duties of the Director of Child and Family Services (the director) to be transferred to the authorities. Section 19 lists the powers and duties of the authorities. Section 21 requires the authorities to jointly designate agencies to provide joint intake and emergency services in geographic regions of the province. Part 3 of the Child and Family Services Authorities Regulation lists powers and duties of the director under The Child and Family Services Act transferred to or shared with the authorities. Part 4 of the regulation lists powers and duties of the director under The Adoption Act transferred to or shared with the authorities. The Joint
Intake and Emergency Services by Designated Agencies Regulation contains provisions for designating agencies. This regulation includes
a schedule listing the designated agencies alphabetically and describing
the geographical areas in which they operate. The Child and Family Services ActSection 6.1 of The Child and Family Services Act provides for the mandating of child and family services agencies by authorities. The schedules in the Agency
Mandate Regulation list the mandated agencies. |
