Housing Income Limits and Median Market Rent
Housing Income Limits (HIL)
The Housing Income Limit (HIL) is the total gross income from all persons residing
in a dwelling. Total gross income is defined as being
the total, before tax, income from all sources, for all
persons in a household who are 15 years of age and over.
National Occupancy Standards (NOS)
The HIL is established by the
federal government based on market surveys and the application
of the National
Occupancy
Standards
(NOS)
which state that:
- not less than 1 and
not more than 2 persons may occupy a single bedroom;
- parents and children may not use the same bedroom;
- single persons 18 and over are to have a separate bedroom; and
- children 5 and over do not share a bedroom with another of the opposite gender.
Based on the above, you can determine the number of bedrooms your household requires according to the NOS and use the following table to determine your HIL:

Median Market Rent (MMR)
The Median Market Rent (MMR) is the maximum monthly rent a landlord can charge
a tenant household under Affordable Housing and other
complementary programs. The monthly rental charge must
be inclusive of essential services
(heat,
hydro,
and water).
The MMR is published by the federal government and is related to the geographic
area, the HIL, and the number of bedrooms required according
to the NOS.
Note: MMRs do not apply to Manitoba Housing Authority tenants.
