Residential Rehabilitation Assistance Program

The Residential Rehabilitation Assistance Program (RRAP) is a federal/provincial cost-shared program that provides financial assistance to homeowners and landlords of existing substandard housing that needs major repair in at least one of the five basic areas: structural, electrical, plumbing, heating or health and safety.

The nature and quality of the repair work is expected to bring the dwelling up to a minimum level of health and safety and extend the useful life of the dwelling by at least 15 years. Similar assistance is available under RRAP for persons living with disabilities, for alterations required to make a unit accessible and comfortable to the occupant.

Assistance is available in both urban and rural areas throughout Manitoba. Housing income limits determine client eligibility.

Homeowner RRAP

Eligibility

In order to be considered for Homeowner RRAP, an applicant should normally meet the following criteria:

  • Housing income limits determine client eligibility.
  • The house must be at least five years old.
  • Property must be lacking basic facilities or be in need of major repair in one or more of five categories (structural, electrical, plumbing, heating or health and safety).
  • Repairs will bring dwelling up to a minimum level of health and safety and extend its useful life by at least 15 years and improve the basic livability of the unit.

The assistance is provided in the form of a forgivable loan, which is forgiven over a specific period of time, with continued ownership and occupancy of the dwelling. The loan amount will depend on the actual cost of repairs and where the applicant lives.

RRAP for Persons with Disabilities

Eligibility:

  • Housing income limits determine client eligibility.
  • Landlords who rent out self-contained units to low-income tenants or rooms in a rooming house and the rents are below the median market rents for the area.
  • Homeowners whose home is valued at or below $125,000.
  • Modifications must be related to housing and reasonably to the occupant's disability.

The assistance is provided in the form of a forgivable loan. The loan amount will depend on the actual cost of repairs and where the applicant lives.

Rental/Rooming House RRAP

Eligibility

  • Must be a private entrepreneur, unsubsidized private non-profit corporation or a co-operative owning rental accommodation intended to serve as the permanent accommodation.
  • The rental unit is occupied by tenants who have incomes at or below the housing income limits and where the rents are at or below median market rents for the local area.
  • Property must contain one or more rental units.
  • Only work related to units/bed units occupied by low-income tenants will qualify; costs related to non-eligible units/bed units and non-residential space are borne by the applicant.
  • Unit or project must be substandard or deficient and require major repair or be lacking in basic facilities in at least one of the following categories: structural, electrical, plumbing, heating or fire safety.
  • The repairs to existing building components must bring a project up to a minimum level of health and safety as defined in the RRAP standards and extend the useful life of the building by 15 years, given normal care and maintenance.

The assistance is provided in the form of a forgivable loan. The loan amount will depend on the actual cost of repairs and where the rental project is located.

Conversion RRAP

Eligibility

  • Must be a private entrepreneur, non-profit corporation, co-operative, or municipality owning and converting non-residential properties to create bona fide affordable permanent accommodation.
  • A bona-fide landlord-tenant relationship must exist.
  • Housing income limits determine financial eligibility.
  • Rents must be set at or below median market rents for the area.
  • Only work related to units/bed units occupied by low-income tenants will qualify; costs related to non-eligible units/bed units and non-residential space are borne by the applicant.
  • Creation and upgrading to common areas may be prorated on the basis of number of units/bed units.
  • The repairs to existing building components must bring a project up to a minimum level of health and safety as defined in the RRAP standards and extend the useful life of the building by 15 years, given normal care and maintenance.
