Section 00 - Glossary of Terms

The following definitions are used throughout this manual:

  • Applicant - an individual who is seeking or applying for assistance or service from the marketAbilities Program. Usually this term is used at the intake stage where basic eligibility is determined.
  • Community Service Delivery Division (CSD) – the division within Manitoba Family Services and Consumer Affairs that is responsible for the delivery of all the Department's integrated programs and services.
  • Disability Programs and Employment and Income Assistance Division (DPEIA) – the division within Manitoba Family Services and Consumer Affairs that is responsible for the planning, policy development, maintenance, overall direction and management of programs and resources that support Manitobans with a disability.
  • Educational Training - the component of the marketAbilities Program that involves education and training from a variety of centres such as universities, colleges and private vocational schools.
  • Employment and Training Services – the unit within DPEIA that is responsible for the development of policies, procedures and standards that ensure the ongoing development of programs and resources to meet the needs of Manitobans with a physical, mental, psychiatric or learning disability who are supported by Employment and Income Assistance, or who seek to increase their self-sufficiency through the marketAbilities Program.
  • Evaluation & Work Training Centres (ETC´s) – The marketAbilities Program contracts with seven (7) agencies who provide a range of services referred to Placement, Assessment, Work Training and Follow-up. See Appendix VI for a description of each Centre´s services.
  • Goods – generally described as technical aids and devices, building or vehicle modifications required to maintain the participant in their competitive employment.
  • Individualized Training Plan - specific aspects of a vocational plan that require financial resources available through the marketAbilities Individualized Training Fund.
  • marketAbilities Individualized Training Fund - the allocation of program funds used for the purchase of individualized services such as Assessments, Vocational Training, Educational Training and Support Services.
  • Participant - once basic eligibility is determined the applicant is referred to as a participant.
  • Resident of Manitoba – is defined as "a person who makes his/her home, or is ordinarily present in Manitoba, but does not include a student who is a resident of another province or country and studying in Manitoba, a transient, or a visitor in Manitoba". An example of a resident of Manitoba includes an individual whose name appears on the "Provincial Voter's List" or who has a valid Manitoba Medical card and receives medical coverage paid by Manitoba.
  • Self-Directed Option – provides eligible participants who require minimal or no support with the opportunity to prepare a vocational plan. Requests are submitted directly to the Self-Directed Review Committee for funding consideration.
  • Service Co-ordination - the activities or functions carried out by a Vocational Counsellor, which serve to co-ordinate the delivery of a range of goods and services to the participant.
  • Service Delivery Support Branch (SDS) – the unit within the Community Services Delivery Division of Manitoba Family Services and Consumer Affairs (FSCA) responsible for providing consultation and support to service delivery management and staff in both Rural and Northern Services and Winnipeg Services. The Branch is responsible for the administration and financial approvals related to the marketAbilities Individualized Training Fund. The Branch is also responsible for communicating and coordinating policy with the Disability Programs Division.
  • Services - Follow-Up Services – are generally purchased from Evaluation and Work Training Centres.
  • Underemployed – The participant may be employed in an ongoing job, however, is working less than 25 hours per week and desires to work 30 hours per week or more.
  • Unemployed - is defined as not working or working less than 15 hours per week.
  • Vocational Plan - the overall plan developed jointly by the participant, his or her advocates, and the marketAbilities Counsellor which is designed to assist the participant in pursuing and obtaining employment.
  • marketAbilities Program - an individually tailored range of goods and services provided to eligible participants to enhance their opportunities to pursue employment.
  • Vocational Services - refers to the delivery system through which participants with a disability are offered services such as assessment, counseling, vocational planning, vocational training, and job placement, generally provided by Vocational Counsellors.
  • Vocational Training - the component of the marketAbilities Program that involves placement, work assessment, work training and follow-up generally purchased from Evaluation and Work Training Centres.
