Licensing – Frequently Asked Questions

Am I required to maintain annual certification in my CPR?

Emergency Treatment Guideline G 13 – states “all licensed EMS personnel must be certified to the equivalent of the Manitoba Heart and Stroke Foundation Standard for Basic Rescuer Level C as well as proficient in the assessment techniques and skills outlined in the CPR guideline section on Neonatal Resuscitation; as well as remaining current with their certification and ensuring they are proficient in all aspects of CPR.

Will I be able to get an extension on my license if I request one?

Extensions will only be considered in extenuating circumstances, individual cases will be reviewed and there is the potential that a Provisional License may be issued.

If I am a medical first responder for a municipality do I need to be licensed?

Organizations holding themselves out to the public as providing emergency medical first response are required to be licensed to operate in the Province of Manitoba.  Personnel wishing to be employed (volunteer) with a Medical First Response Licensed Service are required to be trained to the minimum level of EMR and hold a Technician licence.  If however your organization is a provider of first response for the purpose of fire or police related situations and on occasion you render first aid but medical first response is not your main priority, then you do not need to be licensed as a Technician.  Licensed MFR agencies must only use licensed personnel.

Is there a fee for licensing or for the licensing examination?

There is currently no charge to become licensed or to access the licensing examination. There are fees assessed when applying for the child abuse registry check and the criminal record check. These documents are required as part of the application process.

What if I was previously licensed and now want to return to EMS?

If you access the licensing exam within 1 year of your license expiry you will be permitted to do the exam without a refresher course. Within five years of your license expiry date you are permitted to access licencing provided you have successfully completed a refresher course for the level of licensing within the past 12 months.

Candidates with expiry dates more than five years old must retake the full Emergency Medical Responder or Primary Care Paramedic program. Refresher programs do not meet the educational requirements for licensing after five years.
