Land Personnel Licensing

Personnel are required to hold a valid, current licence to provide emergency medical services in Manitoba.

If you are EMS licensed or educated outside of Canada please contact the Emergency Medical Services Branch at: emergserv@gov.mb.ca.

To Apply for a NEW Licence:

To apply for licensing in Manitoba you must submit an original Personnel Licence Application complete with required documentation:

  • Carefully follow the instructions in filling out the application, all costs associated with the application process will be the sole responsibility of the applicant.
  • Original documents must be provided unless otherwise indicated.
  • The following documents are required when submitting your application (for additional information click on the underlined document):
    • Proof of age  - photocopy will be accepted. Must be 18 years of age.
    • Criminal Records Check  - no more than sixty (60) days old,  original required
    • Child Abuse Registry Check - no more than sixty (60) days old, original required
    • Proof of education/exam - Click on one of the following educational levels for additional information

Incomplete applications will be returned to the applicant.

To RENEW a Licence:

To renew an EMS Personnel licence, complete and submit a Land Emergency Medical Service renewal application. To access the form click here: Land Personnel licence application.

  • Carefully follow the instructions in filling out the application.
  • Applications will only be processed if the applicant has submitted Year 1, 2 and 3 of the Manitoba Continuing Competency Program for Paramedics (MCCPP) Annual Status Reports to MHSAL.  Year 3 MCCPP annual Status Report may be submitted with the renewal/reclassification application.

Upgrading from EMR to PCP Licence

To upgrade a current valid Technician-EMR licence to Technician-PCP, download the Renewal/Upgrade Personnel Licence application. Note:

Upgrading from EMR or PCP to ACP Licence

To upgrade a current valid EMR or PCP licence to ACP, download Renewal/Upgrade Personnel Licence application.

Upon receipt and verification of the application an EMS Personnel license, at the appropriate level, will be issued.
