Primary Care Paramedic and Advanced Care Paramedic

A Canadian Organization of Paramedic Regulator (COPR) Certificate is required to be submitted with the licence application to be eligible for licensing at the PCP or ACP level.

This is a two-step process. To obtain a COPR certificate an applicant must successfully complete the COPR exam. Upon receipt of your COPR certificate you can then apply for licensure. 

Eligibility for COPR Exam

Approved Primary Care Paramedic (PCP) educational programs:

  • CritiCare Inc
  • Manitoba Emergency Services College
  • Red River College
  • Winnipeg Fire & Paramedic Service
  • Canadian Medical Association (CMA) accredited PCP  from other jurisdictions

Approved Advanced Care Paramedic (ACP) educational programs:

  • Red River College
  • Winnipeg Fire & Paramedic Service
  • Canadian Medical Association (CMA) accredited ACP  from other jurisdictions

To be eligible the educational certificate must be dated within one year prior to the exam application date.

Exam registration

To register for the exam submit a COPR Entry to Practice Examination Registration Form to the EMS Branch.

There is a cost to write the COPR exam.  After you register for the exam you will be provided with:

  • details regarding payment options
  • exam site address
  • start time of the exam

Unsuccessful candidates may access up to two (2) retest exams.

August 23, 2017 Registration deadline: July 5, 2017
November 22, 2017 Registration deadline: October 4, 2017
February 28, 2018 Registration deadline: January 10, 2018
May 23, 2018 Registration deadline: April 4, 2018
August 15, 2018 Registration deadline: June 27, 2018
November 14, 2018 Registration deadline: September 26, 2018

The exam process must be completed within two year of the date on the educational certificate/transcript.
