Health Information Management


Objectives

  • To ensure the efficient collection of financial, statistical and clinical information from the  RHAs in accordance with provincial and national reporting requirements.
  • To provide data management, reporting, analysis, and interpretation of health information to inform and support the strategic functions of Manitoba Health and the RHAs, including public accountability.
  • To co-ordinate and support health research-related activities, and ensure the appropriate use of health information in accordance with privacy legislation.
     

Our Mission

To ensure that:

  • data infrastructure and policies are in place to support the appropriate collection, management, use and disclosure of health information in accordance with The Personal Health Information Act (PHIA).
  • Manitoba Health programs, RHAs, researchers, public organizations, and the general public have access to health care information for accountability, operational, planning, evaluation and research needs.
  • there is an integrated and coordinated approach by Manitoba Health to health research activities.

Areas of Responsibility

MIS, Data Management and Development
Management Information System (MIS)*, Data Management and Development is responsible for managing major health information systems across the entire provincial health system, including the development and implementation of data collection and reporting systems. Staff in this unit are responsible for all aspects of the MIS System and its implementation across all Regional Health Authorities (RHAs) and other health organizations in Manitoba, managing the major operational data and reporting systems of the Branch, and for the annual production of over fifty regular reports. They are responsible for the quality and organization of all corporate data holdings within the Branch and for serving as the Department’s data content experts for many corporate data holdings. They participate in provincial and national data development initiatives, and provide advice and recommendations to Chief Financial Officers, Executives and Ministers, and collaborate with RHAs to ensure high data quality and meaningful financial performance indicators.

* The MIS System is the provincial and nationally standardized system for collecting and reporting health organization financial performance information and related statistics.

Analysis, Interpretation and Research
Analysis, Interpretation and Research is responsible for the provision of health information analysis and interpretation, and expert advice that inform and support the development of provincial health policy, the determination of priorities, and health program development and evaluation. This area contributes to the development and implementation of policies related to the collection, use and disclosure of health information. They coordinate the review of research proposals to provincial and national health research funding bodies, and oversees its participation in epidemiological studies. They are responsible for the provision of policy consultation and logistics coordination for the government-appointed Health Information Privacy Committee (HIPC); coordinating the development of resulting formal agreements with research bodies/researchers; and ensuring that the privacy requirements of The Personal Health Information Act (PHIA) are met. We participate in the development of Community Health Assessment (CHA) strategies and processes and the development of the framework and indicators that will drive the process and develop the data.

Physician Integrated Network (PIN)
PIN is a Manitoba Health  primary care renewal initiative that focuses on fee-for-service (FFS) physician groups. Its goal is to: facilitate systemic improvements in the delivery of primary care, improve access to primary care, improve Primary Care Providers’ access to and use of information, improve the work life for all primary care providers; demonstrate high quality primary care with a specific focus on Chronic Disease Management.

Health Information Management is responsible for coordinating and project managing the branch’s involvement in the PIN Data Collection and Analysis deliverable, providing consultation with and analysis of the needs of the other 3 PIN deliverable teams, and taking a lead role in the development and implementation of performance reporting systems to support the department and our partners in the PIN Project (clinics, MB eHealth, Regional Health Authorities); working with the PIN Core Team and program areas of Manitoba Health and with external stakeholders.

Executive Reporting Needs
HIM coordinates and provides leadership in relation to the branch’s Executive reporting responsibilities, providing consultation and analysis of departmental datasets, project managing the implementation of technology to support branch initiatives, and taking a lead role in the development and implementation of performance reporting systems to support the department and the Regional Health Authorities (RHAs). This area works with the Executive and program areas of Manitoba Health and with the Regional Health Authorities. Recent work in this area includes:

  1. A Regional Health Authority Performance Indicator Project which will provide Business Intelligence technology tool on the desktops of senior executives within the RHAs and Manitoba Health.  This tool will allow regions to collect and report on internal RHA performance indicators, but to also share agreed upon indicators with other RHAs and Manitoba Health.
  2. The development of an Work Group in support of three Maternal and Child Health Services (MACHS) recommendations in the areas of Knowledge Translation, an Annual Round Table and and Information Repository.

Provincial Health Records Management
Provincial Health Records Management is integral to developing and leading implementation strategies, projects and processes for clinical data collection and data quality initiatives in support of business requirements. We are the lead resource for all health records related projects and issues, including coding classification schemes and clinical data interpretation. We are a key representative for the Ministry with the provincial Regional Health Authorities and national organizations, on matters related to the collection of health information in Manitoba.  Recent work in this area includes supporting the following datasets which are reported nationally to the Canadian Institute for Health Information:

  • Discharge Abstract Database
  • National Rehabilitation Reporting System
  • National Ambulatory Care Reporting System
  • Continuing Care Reporting System

Stakeholder/Partner Relationship Management

HIM manages several formal data sharing agreements and corporate relationships with external provincial and national stakeholder groups including:

  • Statistics Canada
  • Manitoba Centre for Health Policy
  • Manitoba Health Research Council
