It encourages the prevention of illness and injury before they occur, rather than a focus on hospital services after people become sick or injured. It means co-ordinating health service delivery and improving access to different kinds of health providers to care for common illnesses and manage ongoing health problems. And it requires that we all work together in developing solutions to local challenges, to ensure better health for all citizens.
