On May 30th, 2008 PIN Day IV was held in Winnipeg. Minister of Health, Theresa Oswald was present to announce a commitment of $11.8 million to bring PIN into Phase 2 over the next three years.  Click here to check out the presentations from PIN Day IV.


On May 5th, 2008 the PIN Team along with Sierra Systems, presented at the e-Health Conference 2008 - Extending the Reach in Vancouver. The presentation, Measuring and Rewarding Quality: How EMRs are Helping Manitoba’s Physician Integrated Network Renew Primary Care through Quality-Based Incentive Funding, provided a look at how PIN is changing the way physicians use their Electronic Medical Records. One of Manitoba Health’s strategic priorities is the need to address primary care renewal. One strategy includes the development of a Physician Integrated Network (PIN), which focuses on the engagement of fee-for-service physician groups..

The objectives of PIN are:

The PIN Initiative has been evolving under the guidance of an Advisory Committee with representation from the University of Manitoba; the Colleges of Registered Nurses and Physicians & Surgeons of Manitoba; the Manitoba Medical Association; the Winnipeg and Assiniboine Regional Health Authorities and other primary care stakeholders.

PIN is using Quality Based Incentive Funding (QBIF) (a Manitoba version of pay for performance) as the catalyst for practice and system change.  Through the end goal of compensation by demonstrated quality, QBIF has required the integration of electronic medical records (EMR) into the day to day clinical management of patient care. 

PIN Demonstration Sites have the resources to integrate other healthcare providers into a primary care fee-for-service clinic as a result of QBIF.  Practice changes at some sites have included the use of inter-professional and collaborative care teams; and employing non-physician medical professionals such as registered dietitians and nurses to assist family physicians with different aspects of testing, screening, education, and the follow up of patients.
