What is bid-rigging?

Bid-rigging is an unlawful act.

Do I need a Certificate of Recognition (COR), Small Employer Certificate of Recognition (SECOR) or Certificate of Recognition Equivalency Letter (COREL) to work on Manitoba Housing projects?

The Certificate of Recognition (COR), Small Employer Certificate of Recognition (SECOR) or Certificate of Recognition Equivalency Letter (COREL) is required for all Manitoba Housing construction projects over $100,000.

 

What is the basic insurance requirement for a supplier?

A certificate of commercial general liability minimum of $2,000,000 or wrap-up liability minimum $5,000,000.00, depending on the project, with Manitoba Housing, and any organization acting as an agent for Manitoba Housing, listed as an additional insured. Additional insurance may be requested based on the type of work to be completed.

 

I own my business; does Manitoba Housing require me to have Workers Compensation Board (WCB) coverage?

All business owners personally performing a service or construction on a Manitoba Housing work site are required to have Workers Compensation Board (WCB) coverage and be in good standing.

 

I provide a service that costs less than $100,000 who do I contact?

Services less than $100,000 are obtained by invitation through the Manitoba Housing staff at each district office.

 

When does the Builders’ Liens Act holdback apply?

All purchase orders for capitalized services or construction performed on Manitoba Housing assets will include the 7.5% holdback; consultant services are exempt.

 

I have a new product that will add value to Manitoba Housing assets, who do I contact?

You may contact the Professional Services Unit within Manitoba Housing by email. The Professional Services Unit reviews and determines the products and specifications required for Manitoba Housing assets.

If you are requesting a product equal for a tender please complete the Request for Equal form

 

I am submitting a tender, how do I obtain authorization for a proposed request for equal product?

Complete the Request for Equal Form and e-mail it to the Project Manager ten days before the tender close date. Contact information is included in the tender documents.

 

I’ve downloaded the Tender documents from MERX; do I have to submit my bid electronically to MERX?

If the Tender documents state electronic submission is required then all bids must be completely uploaded prior to the closing date and time.

 

What is a Standing Offer?

A standing offer agreement is a:

  • Contractual agreement with specific qualified suppliers to provide identified goods, services or construction

  • List of qualified suppliers to be engaged on an as required basis for a specified term

 

What is a Service Agreement?

A service agreement is a:

  • Contractual agreement with either one qualified supplier or a primary and secondary supplier to provide identified goods or services

  • Qualified supplier to be engaged on an as required basis for a specified term

 

What is CCDC2 – 2008 Stipulated Price Contract?

CCDC2 is an industry standard construction contract document developed by the Canadian Construction Documents Committee that Manitoba Housing uses for all construction tenders issued through Procurement.

 

Where in Manitoba can a general contractor purchase the CCDC2 stickers for Manitoba Housing contracts?

 

What is Northern Housing Operations (NHO)?

Northern Housing Operations is a branch of Manitoba Housing that provides and manages construction, renovation and repairs for approximately 1,750 Manitoba Housing units between Swan River and Churchill.
