Creating More Affordable Housing

Manitoba Housing provides a wide array of affordable housing development and repair options for homeowners, landlords, housing developers, housing co-operatives and shelters for individuals who are living on low-to-moderate income.

Home Works!

HomeWorks! is Manitoba's new housing strategy and policy framework. Our new vision and mission promote healthy people, stronger neighbourhoods, a green environment, and safety, quality and affordability in housing markets.

Homeowners:

Homeowner RRAP offers forgivable loans to qualified homeowners for the purpose of rehabilitating their homes to a minimum level of health and safety as set out in the Homeowner RRAP Standards. The repairs are intended to permit a further minimum of 15 years of useful life to the home, assuming normal maintenance by the homeowner.

RRAP for Persons with Disabilities offers financial assistance to qualified homeowners and landlords by providing a forgivable loan to pay for modifying the houses or rental units to meet the needs of occupants with disabilities.

Emergency Repair Program (ERP) provides a forgivable loan to low-income homeowners in communities with less than 2,500 inhabitants to address urgently needed repairs to help ensure that a dwelling is made safe and habitable. The repairs may be of a permanent or temporary nature.

Home Adaptations for Seniors' Independence (HASI) Program provides financial assistance to homeowners and landlords to carry out minor home adaptations/changes that help low-income seniors experiencing difficulties with daily living activities in the home.

Homeowner Emergency Loan Program (HELP) provides financial assistance to low-income homeowners by providing a loan to pay for emergency repairs in the home to ensure the occupants' continued safety.

Secondary Suites Program provides financial assistance to eligible homeowners to construct a secondary suite in the form of a forgivable loan for 50% of the total construction/renovation costs to a maximum of $35,000 per suite.

Landlords:

RRAP for Persons with Disabilities offers financial assistance to qualified homeowners and landlords by providing a forgivable loan to pay for modifying the houses or rental units to meet the needs of occupants with disabilities.

Rental RRAP provides financial assistance to landlords of affordable housing by providing a forgivable loan to pay for eligible repairs to self-contained units used by low-income tenants. Eligible repairs are those required to bring properties up to minimum levels of health and safety.

Rooming House RRAP provides financial assistance to owners of rooming houses who provide affordable housing to individuals with low-income. The owners are provided with a forgivable loan to pay for eligible house repairs. Eligible repairs are those required to bring properties up to minimum levels of health and safety, and prolong the life of the rooming house.

Housing Developers:

HOMEWorks! Rental and Co-operative Housing Program provides access to capital funding to non-profit and co-operative housing sector providers so that they can develop affordable rental and co-operative housing.

Proposal Development Funding provides private non-profit/co-operative housing organizations that prepare detailed proposals to develop and redevelop affordable housing for low-income households, persons with disabilities and seniors. The loan is intended to help reduce the costs of bringing a proposal to the financing stage.

Housing Co-operatives:

Co-operative Housing Program - support the operation of non-profit co-operatives that were developed to provide housing for members, who are typically low to moderate income households.

Index-Linked Mortgage (ILM) Co-operative Housing Program - supports the operation of non-profit co-operatives that were developed to provide housing for moderate income members. Co-op members purchase equity shares in the project and collectively become owners and managers of the building.

Shelters:

Shelter Enhancement Program (SEP) provides financial assistance to assist in the repair, rehabilitation and improvement of existing shelters, and to assist in the acquisition or construction of new shelters for victims of family violence.
