Is a Winnipeg lawyer with experience in municipal and environmental affairs. He has an extensive
community service record and is active in matters of community housing and public environmental
education and conservation.
Kevin Kavanagh - Past Chair
Well known and respected in local and national business circles, Kevin Kavanagh is currently
the chancellor of Brandon University and a trustee of the Brandon University Foundation. He
also serves as a director of the Great West Life Assurance Company (Canada and U.S.), London
Life, National Leasing Group Inc., Winnipeg Airports Authority Inc. and the Banff Centre. He
is past chair of the Conference Board of Canada, the Canadian Life and Health Insurance Association
and the Manitoba Crown Corporations Council. He has also served as an associate of the Faculty
of Management at the University of Manitoba and on the university's development council.
Elizabeth Fleming
A B.Sc. (Hons.) Biology graduate of the Queen's University in Belfast, Elizabeth Fleming has
done scientific research in England and Switzerland as well as work for Statistics Canada in
Winnipeg. From 1987 to 1993 she was chair of the Council of Women of Winnipeg, Committee on
Housing and Community Planning. From 1993 to 1997 she was chair of the Committee on Urban and
Regional Issues, a joint committee of the Provincial Council of Women of Manitoba ( PCWM) and
the Council of Women of Winnipeg. Since then she has continued as chair of the provincial committee
as well as being vice-president of the PCWM.
David Hicks
David Hicks is currently the vice-president, principal and senior project manager of DS-Lea
Consultants Ltd. in Winnipeg. He is a member of the board of directors of the Association of
Consulting Engineers of Canada, a past president and director of the Association of Consulting
Engineers of Manitoba and a guest lecturer at the University of Manitoba Faculty of Architecture.
He is co-chair of the security committee for the 1999 Pan American Games Society and is a member
of the board of directors of the Winnipeg Chamber of Commerce, where he has held a variety
of senior positions since 1993.
Betty Lindsay
Born and raised in Grosse Isle, Betty Lindsay worked for 30 years with the Rural Municipality
of Rosser, including 22 years as secretary-treasurer before she retired in 1995. She is a former
member of the Manitoba Municipal Administrators Association, where she spent one term as district
representative.
Andre Chaput
Born in St. Adolphe and raised in Ste. Anne, Andre Chaput has worked in the administration
and financial fields for 34 years and is currently the director of finance for the Franco Manitoban
School Division. He has a long history of community involvement including six years as mayor
of Ste. Anne
Bryan R. Gray
Executive Director of the Review Panel Born and raised in Neepawa, Bryan Gray has been called
to the Bar as a Barrister and Solicitor in Manitoba, and also holds a B.A. (Hons.) Degree from
the University of Manitoba. In his capacity as Executive Director of the Sustainable Development
Coordination Unit for the Province, he serves as Secretary to the Manitoba Round Table and
Secretary to the Sustainable Development Committee of Cabinet.
