3. Conclusion and Public Participation

In this discussion paper the RPAC has identified a series of suggested policy directions for the provincial government on which it is seeking advice. The positions, principles and policy recommendations outlined in this paper reflect the RPAC's current thinking.

The RPAC welcomes challenges to its positions and is seeking suggestions for alternative approaches to the issues facing the Capital Region. Citizens of the Capital Region should feel free to identify other issues and possible directions and actions.

Certainly there are lessons to be learned from past actions and inactions by governments and other groups within the Capital Region. However, RPAC is expected to provide recommendations to the provincial government for future directions. Accordingly, all participants are urged to identify ways to improve policies and processes that will strengthen the Capital Region in all the respects identified in this paper.

The opportunities to 'join the debate' on developing a plan for the Capital Region are listed on the below. We look forward to hearing from you.

The purpose of this Discussion Paper is to promote and structure public discussion for the development of a policy plan for land use in Manitoba's Capital Region. This Discussion Paper outlines principles and some policy options and directions for the region. The paper is addressed to all members of the public.

If you are a resident of the Capital Region, a councillor, a commuter, a business operator; if you work in the Capital Region, if you shop or make use of public services, entertainment, businesses or recreational facilities in the Capital Region; or indeed if you are simply interested in how the Capital Region works or how you think it should work, you are someone we want to hear from.
