Applying Manitoba's Capital Region Policies

The Capital Region's policies on the environmental, economic and social well being of the region was a component of the 1996 Manitoba's Sustainable Development Strategy. The goals, objectives, policies and actions presented in this document were a synthesis of public and government input into the future of Manitoba's Capital Region. There were five policy areas identified in this strategy - partnerships to build trust and work through complex problems, the planning, development and management of settlement patterns in the region, competitive regional economy, sustainable environment and resources and a human resources strategy linking people to the management of the environment and economy.

Winnipeg-Selkirk Corridor Study Summary Report

The routing and design of the Winnipeg to Selkirk Corridor began in 1984 in order to address concerns about future transportation requirements between the two cities. Completed in 1990, this report outlined concerns, provided analysis of studies conducted and recommendations to plan for future transportation in this area.

Cost Revenue Analysis

In May 1973, a cost/ benefit study of rural residential development in former farm areas was conducted in the Municipalities of Rosser, Springfield and East St. Paul. Comparisons were made between the years 1966 and 1971 of the value of residential property and the level and cost of service industry roads, street lighting, police and fire protection, water and sewer, garbage and solid waste collection, education, public health and welfare, community planning, hydro and telephone. Conclusions were made regarding the relationship between revenue and costs, levels of services and residential density.

Demand Analysis

The Winnipeg Region Planning Study completed in July 1974, examined the evolving settlement and land use pattern in the rural region surrounding the City. This report provided a description of development trends in the region as they evolved in the 1970's and to project demand pressures between 1981-96 that might be expected if the level of growth in the early 1970's continued.

The Nature of Demand for Exurbia Living

This study completed in 1974, focused on the nature of demand for rural residential living within the Winnipeg Region by identifying the characteristics of the population that have moved to the rural fringe in terms of who, why, where and when. Further, the reasons for living outside the City of Winnipeg in particular locations they had chosen in order to predict future population movements from the City. Recommendations were made about the role of local and provincial governments to analyze the impact development would have on the physical and social characteristics of the region and then to evolve and enforce guidelines which will direct construction into the most suitable areas within the region.

City of Winnipeg Act of Review Committee - Final Report 1986

The City of Winnipeg Act Review Committee examined the operation of the City government under the Act, excluding assessment, with a focus on five issue areas. They included - the relationship between the City and the Province and the powers each one has; relationships between local communities within Winnipeg and the City of Winnipeg as a whole; relationship between the City and areas adjacent to the City; the way in which city planning is done, and citizen participation in the City's decision-making process.

Land Use Policy Proposals

This paper published in 1976, was the final submission of the Winnipeg Region Study Committee. It was a composite paper that contained the terms of reference, a summary of the program, analysis of findings, and conclusion recommendations towards the development of land use policies of the Winnipeg Region.

Rural Non-Farm Residential Survey

In November 1973, the University of Manitoba's Department of City Planning conducted a survey on behalf of the Winnipeg Region Study on the characteristics of rural non-farm households. The R.M.'s of MacDonald, Ritchot, Rockwood, St. Francis Xavier and St. Andrews were surveyed to provide information on the types of households located in these areas and the lifestyle preferences of rural non-farm residents. The survey and analysis in this report were based on a study conducted in 1972 by the Municipal Planning Branch on rural non-farm households in the R.M. of Springfield.

Compendium of Winnipeg Planning Literature

This bibliography compiled in 1996, is a compilation of planning-related literature focused on the City of Winnipeg. The 16 sections of this document included: Community/ Neighbourhood Planning; Downtown Planning; the Forks/ East Yards; Heritage/ Conservation Planning; Housing; Land Use/ Zoning; North Portage Redevelopment; Parks/ Recreation/ Open-Space/ Riverbends; Sustainable/ Fringe Development; Transportation Planning; Urban Design; Winnipeg Chinatown; the Winnipeg Core Area Initiative (WCAI); the Winnipeg Development Agreement (WDA); Social Planning; and General Information.

Proposals for Urban Reorganization

This document published in 1970(?), was an effort by the Manitoba Government to stimulate public discussion on urban boundary reform in Winnipeg; identify the disparity of governmental structures to make it an effective functioning entity; identify the Governments perspective of the most effective method of restructuring the area's government; and to explain how the Manitoba Government intended to reorganize its own structure and to recommend a basis for a more effective urban provincial - federal relationship.

Provisional Plan for Local Government Units

This document published in 1970, identified problems that existed in the local government structure in the Metropolitan Winnipeg area and provided recommendations for Local Government units within the metropolitan area and the additional zone as described in the Metropolitan Winnipeg Act.

Solid Waste Management

The Clean Environment Commission (CEC) held public hearings in order to identify opinions and concerns related to waste ownership, competitive sites, regional systems, sustainable development strategy elements, and other issues pertaining to solid waste management. Following the hearings, the CEC panel made recommendations in 1995 about addressing regional strategies for solid waste management and to pursue new markets for recyclable waste.

Water Quality

This document provided a summary of evidence presented at the public hearings in 1989 convened by the Manitoba Clean Environment Commission. The Commission of water quality objectives provided recommendations for the watershed classification of the Red and Assiniboine Rivers and tributaries within and downstream of the city of Winnipeg.

Water Resources

The objective of this report published in 1974, was to provide information on groundwater resources of the Winnipeg Region Study Area. This area includes the R.M.'s of Rockwood, St. Andrews, St. Clements, Brokenhead, Springfield, Tache, Ste. Anne, Hanover, De Salaberry, Ritchot, Morris, MacDonald, Cartier, St. Francis Xavier, Woodlands and Rosser. Data analysis on each municipality included on local geological conditions, aquifer types, groundwater quality and quantity available, and potential pollution hazards related to water supply.
