Review Process

The following elements make up the Provincial Land Use Policies review process:

  1. Interdepartmental review
  2. The provincial government departments with direct involvement in the land use planning process began reviewing the Provincial Land Use Polices as part of the overall Planning Law Review initiated by Intergovernmental Affairs in 2002. The Planning Law Review was aimed at modernizing and streamlining the provincial planning framework, which includes The Planning Act and associated Regulations, such as the Provincial Land Use Policies.

    To date, the Planning Law Review has resulted in a number of changes:

    1. an amendment to the Provincial Land Use Policies regulation to incorporate new livestock operation provisions;
    2. the adoption of a new Planning Act, which came into force January 2, 2006;
    3. the adoption of a new Planning Districts regulation;
    4. an amendment to the Subdivision Regulation.

    The interdepartmental review of the Provincial Land Use Policies is the next step in this review.

  3. Redrafting Process by Interdepartmental Review Committee
  4. Chaired by Intergovernmental Affairs, each of the departments involved in the review (Interdepartmental Review Committee) has prepared draft land use policies related to their specific areas of interest.

    • Aboriginal and Northern Affairs;
    • Manitoba Agriculture, Food and Rural Initiatives;
    • Conservation;
    • Culture, Heritage and Tourism;
    • Manitoba Infrastructure and Transportation;
    • Science, Technology, Energy and Mines; and
    • Water Stewardship

    The redrafting is intended to:

    • Address gaps and weaknesses and provide greater clarity;
    • Address emerging issues and legislative changes;
    • Better link land use, infrastructure, transportation and watershed planning; and
    • Reinforce that development plans integrate the four pillars of sustainability (economy, environment, social and cultural) with land use planning, policy development and implementation.

    A comprehensive redraft (posted on this website) of the PLUPs was prepared by the Interdepartmental Review Committee. The department also prepared a strategy for Consultation, which is detailed below.

  5. Consultation Strategy
  6. Consultation took place throughout April and May 2009 in a variety of formats, including: local government and public workshops, key stakeholder meetings, and through this website. The feedback collected throughout the duration of the consultation period has now been rolled up into two reports on "What You Told Us".

  7. Review of Feedback and Preparation of Final Draft
  8. Currently, all feedback is being assessed for consideration in the draft Provincial Land Use Policies. It will form the basis of a report to Cabinet seeking advice and direction on how to proceed with the review and re-write of the Policies.

    Upon receiving Cabinet direction, a final draft of the Policies will be prepared for the adoption process.

  10. It is anticipated that the Provincial Land Use Policies will be adopted by Regulation in the Fall of 2009.
