Custodial Arrangements

As part of the Study Permit and visa application process for international students under the age of 18, they are required to demonstrate that custodial arrangements have been made. The International Education Branch, in collaboration with the Manitoba Council for International Education, has developed a Custodianship Declaration for schools/divisions to use.

Please note that this is not a legal document which replaces guardianship, but is a requirement for minor students to obtain a Study Permit. Custodianship is not the equivalent of guardianship and this document does not confer upon a student a right to attend school in a school division.

This is provided as a courtesy as our recommendation based on consultations with institutions: schools/divisions are not required to use this form. Those wishing to use it are encouraged to download the document and adapt it as necessary for their circumstances.
