Reaching BEYOND our BordersThe Framework for MANITOBA'S International Activities |
The constantly changing nature of today’s world requires us to re-examine and modify the way in which we operate internationally. For this reason, the implementation of this Framework will be an evolving process and will be reviewed on an ongoing basis.
Furthermore, the implementation of the Framework will need the involvement of a variety of partners to create a fully integrated and co-ordinated approach to international development. The Province will work with its various advisory boards (such as the Premier’s Economic Advisory Council, the Manitoba Immigration Council, Tourism Manitoba and others), Crown Corporations (such as Manitoba Hydro), Manitoba’s business community, educational institutions, non-government agencies (such as the Manitoba Council for International Cooperation), as well as the Government of Canada and Manitoba’s municipalities in the implementation of this Framework. Each participant will make a unique contribution to our efforts and have a unique role to play.
Strategic Actions
The Government of Manitoba will:
Task the Federal-Provincial and International Relations and Trade Division to co-ordinate the implementation of this Framework with other provincial departments and agencies and in consultation with the Premier’s Economic Advisory Council.
Ensure that the direction outlined in this Framework is integrated into departmental operational plans and that appropriate benchmarks and reporting mechanisms are developed to assist in the monitoring of progress.
Continue to work in close consultation with the Government of Canada to ensure that practical approaches to coordinating efforts are adopted in all international activities. The Province recognizes the Government of Canada’s constitutional responsibility for foreign affairs and international trade and that the federal government can, and does, pursue international activities (e.g., trade negotiations and advocacy) that affect provincial jurisdiction. The Province also recognizes that provincial governments have a legitimate interest in those activities and have the authority to implement agreements. The Province will, therefore, continue to work with other provincial and territorial governments and the Government of Canada to achieve the optimum level of cooperation on international matters and to ensure Manitoba’s interests are promoted and protected.
