"common-law partner" means a person who, not being married to the other person, cohabits with him or her in a conjugal relationship.

Preference to veterans, etc.

14(2) Preference shall be given to any person who

(c)is a Canadian citizen and is a surviving spouse of a person who died from causes arising during service as described in clause (a), (b), or (c) and who was domiciled in Canada at the time of the death of his or her spouse.
