Consultations on Proposed Energy and Water Efficiency Requirements in Manitoba's Building and Plumbing Codes

Energy & Water Efficiency Recommendations

Recommendations for establishing energy efficiency and water efficiency requirements in Manitoba's Building and Plumbing Codes have been submitted to the provincial government by the Manitoba Energy Code Advisory Committee and the Lake Winnipeg Stewardship Board. The Manitoba Energy Code Advisory Committee recommendations apply to buildings, and the Lake Winnipeg Stewardship Board recommendations apply to houses. In addition, the Manitoba Government is considering energy efficiency requirements for new house construction and water efficiency requirements in building construction. The intent is to develop and implement minimum energy efficiency and water efficiency requirements for:

  • new buildings
  • new additions to existing buildings
  • major renovation/alteration of existing buildings
  • new houses

Energy Efficiency Recommendations

The Manitoba Energy Code Advisory Committee report, Building Energy, Building Leadership, provides recommendations on adopting, developing and implementing a commercial building energy code in Manitoba. The report contains 17 recommendations, including:

  • the adoption of the Model National Energy Code for Buildings (1997),
  • the development of Manitoba amendments requiring a level of building energy efficiency up to 25 per cent better than the Model National Energy Code for Buildings (1997).

Water Efficiency Recommendations

The Lake Winnipeg Stewardship Board report, Reducing Nutrient Loading to Lake Winnipeg and Its Watershed, provides recommendations on a broad range of topics, from watershed management to the regionalization of wastewater treatment. As a result of this report, the water efficiency recommendations being considered by the provincial government include:

  • Require all new houses to have low-flush toilets and low-flow faucets.
  • Develop water-efficiency requirements for all building construction in addition to houses.
  • Develop an economical, environmentally sound method of managing grey water.
