Madam Speaker: I have a ruling for the House.

I took under advisement, on April 15, a point of order raised by the honourable member for Burrows (Mr. Martindale) respecting the use of the word "liars." Just before the point of order was raised, I had cautioned the honourable member for using a quotation from the report by former Chief Justice Monnin.

Upon reviewing the Hansard transcript for April 15 and reflecting on the matter, I must agree with both the honourable member for Burrows and the acting government House leader. Page 387 of the current edition of Erskine May states: "A Member is not allowed to use unparliamentary words by the device of putting them in somebody else's mouth."

However, the member for Burrows did not directly or indirectly allude to any members of the Assembly when he used the Monnin quote. Therefore, the words as used by the honourable member on April 15 were not unparliamentary and consequently were in order.
